This notice is requesting suppliers to express an interest in participating in early market engagement which will begin 21 days from the date of publication of this notice. The estimated date for an overview of the approach will take place WEEK COMMENCING 30th OCTOBER 2023. Suppliers wishing to participate in this open online session will need to register via Sell to Wales or by emailing dave.floyd@perago.wales by no later than 14:00 hours on Tuesday 31 October 2023. An overview of the requirement will be made available to interested suppliers following registration closure. This session will be held online and will provide interested supplier(s) with an overview of the proposed: procurement approach, technology architecture, data migration and implementation approach and associated timescales. Following on from the online overview session there will also be an opportunity to further participate in a face-to-face buyer-to-supplier Market Engagement Session(s). The purpose of these session(s) will be to: - explore the market understanding of the proposed DHCW approach and to allow the market to provide feedback on the validity of the approach - allow the buyer to develop an understanding of the current and future market landscape to ensure the new Community Care Information system exploits all form of innovation, such as Artificial Intelligence, automation and is a sustainable product for the future. All face-to-face supplier-to-buyer Session(s) will be carried out under NDA. Further details for these session(s) will be made available after the open online session. For information and awareness non-attendance at the pre-market engagement session and/or face to face session will not preclude potential supplier(s) from bidding on any future opportunity. Information gathered through this exercise will be used to inform the technology, data and implementation requirements and subsequent market activity. It is to be noted that the lead procuring authority will have access to all data collated through the supplier engagement. Caerphilly County Borough Council are the procuring body leading on this stage of activity. The procuring authority is yet to be determined. Any information relating to the architecture, procurement, data migration and implementation approach shared through this activity is subject to change following the market engagement. Lot 1: DHCW have prepared a delivery approach which has been approved by the Welsh Government. We are seeking to identify suitably qualified provider(s) for the supply of IT and professional services for the All-Wales Community Care Information System which is used by Local Authorities and Health Boards across Wales to inform our approach. Any new service(s) must align with the Wales Digital Service Standard and help achieve the six missions of the Digital Strategy for Wales. The vision is to replace the current system, which is nearing end of life, with a ‘digital’ solution which will facilitate, a ‘best of breed’ approach to the component parts of an all-Wales Community Care Information System. Components will include, but not be limited to. provision of a Shared Care Record Mental Health Social Care Community Care, and. Health services Potential provider(s) will likely need to include (subject to market discussions): platform(s) to enable c.18000 health and care professionals to access the information in a safe and secure way according to their job role supporting infrastructure and software services to underpin the information sharing solution including and integration engine and data store integration services to enable data to be published and consumed from local IT systems and national data services flexible e-Form capability for data capture and sharing professional services including Account Management, Project Management, Design, Configuration, Development, Testing, and Implementation Services support for data cleansing and migration from the current system Although the current scope of work outlines a “Best of Breed” approach we are interested to learn of new and innovative ways to deliver the service in a modern environment that will be sustainable, flexible, and evolving in the years ahead. Therefore, as part of the Market engagement exercise the scope of works and vision may change. Additional information: It is anticipated that the duration of the contract will be between 5-15 years, however this is subject to change following market engagement session(s).
