London Underground Limited (LUL) is inviting companies to participate in market engagement for several packages of the Railway Control Systems (RCS) excluding Signalling and Train Control (S&TC) as part of its New Tube for London (NTfL) programme. The NTfL Programme is a co-ordinated series of line upgrades for the Piccadilly, Central, Bakerloo and Waterloo & City (W&C) lines to include new rolling stock, RCS and infrastructure currently anticipated to be implemented during the 2020's. These lines are planned to undergo asset renewals in a comprehensive, consistent and systemic manner to achieve a wide range of benefits and whole life cost efficiencies. https://tfl.gov.uk/campaign/tube-improvements/the-future-of-the-tube/new-tube-for-london?cid=fs228 S&TC is intended to be procured as a separate package for all four lines and is not in the scope for this engagement (although there will be interfaces with other RCS packages). The 2 other main RCS packages (which form part of the scope for this engagement) are as follows: — Operational Control System (OCS) — A system providing integrated control and monitoring of systems including display of CCTV (from stations and, for Grade of Automation (GoA) 4, from trains), control of customer information, customer alarms, information for on-train equipment status, integration of control room telephones and radio. — GoA4 Communications System — Control of GoA4 trains (on Piccadilly, Central and Waterloo and City lines). This includes provision of equipment for the GoA4 train fleet and wayside equipment. LU expects there to be two other elements (which will also form part of this engagement): — GoA4 Communications Proof of Concept — To build on existing studies to determine the best technology and specifications for application of the GoA4 Communications in the LU deep tube environment, and to install, develop and prove the system for extension by the GoA4 Surveillance Communications package. — Control Centre Design Capability — To produce a design for the Control Centre(s) and Control Room(s) for NTfL. These facilities will house user-facing S&TC, OCS and other TfL equipment as well as all supporting hardware. The market engagement process will be used to inform LUL's requirements and strategy for RCS excluding S&TC.
