Summary of the work The project will apply a structured methodology to the design and development of a DII service model. The project will include identifying the organisational and business change requirements in order to standardise DII activities within local policing and have a delivery model ready so that all Forces can benefit. Specialist role Delivery manager Expected Contract Length 18 months Latest start date 03/01/2017 Early Market Engagement None Who Speclialist Work With The team will consist of internal Police Officers and staff from Gloucestershire, Durham and Essex Police Forces. The team will be supplemented by five external digital specialists in total. This role will report in to the Service Architect / Manager, and will have responsibility for managing and leading three business analysts. What Specialists Work On Key Accountabilities and Deliverables • Support delivery of project milestones/outputs to a high quality, within time and to budget • Provide specific support and expertise to the project lead and service architect • Be part of an effective joint team with the client and other resources • Ensure an evidence based approach is employed to justify the analysis of options presented Skills & Experience • Demonstrate and evidence their ability to lead and manage business process design tasks • Demonstrate and evidence their ability to develop and deliver a Target Operating Model • Demonstrate their experience in developing a structured business analysis and evidence capture plan for new business processes, in a technology enabled and digitised environment • Demonstrate their ability to co-ordinate the work and ouputs of a team of business analysts that will work in multiple locations • Evidence their ability to consider and assess various options for service delivery, and make recommendations Nice to Haves • Evidence experience of the concept of capability building blocks and related service delivery models • Evidence experience of applying digital capabilities to investigation and intelligence, ideally in a policing environment Work Location Gloucestershire Constabulary Headquarters, Waterwells, Gloucester. Working Arrangments The majority of the work will be undertaken with the project team at Gloucestershire Constabulary HQ. From time to time there may be a requirement to work from other locations including Essex and Durham. Security Clearance UK National with SC clearance or Non-Police Personnel Vetting equivalent required. Is the expectation that this is a full time role, or and part time / SME role? o If it is not a full time role, what time commitment is expected? There are 5 external roles; Service Architect (Senior Consultant) Business Process Lead (Senior Consultant) 3x Business Analysts (Consultant)The first two have been advertised, with the remaining 3 to follow. The Service Architect and Business Process Lead are planned as full time, although a little flexibility can be considered if appropriate. These are key lead roles, which absolutely require consistency. The Service Architect will work with the police Project Lead. Together they will plan, design and oversee the project; with other potential work streams. The Business Process Lead will remain focused on leading the implementation, leading the business analyst consultants. 2. We can confirm that we are looking for two individuals. We would welcome suppliers submitting more than one CV for each role, but each role will be evaluated independently of the other.
