The procurement consists of a five-axle abrasive Waterjet Cutter for preparation of varying materials and thickness. The procurement will include all necessary components for utilisation of the machine (for example control panel, sand supply system, high pressure units, cooling units, software etc.). The procurement will be installed in a separate room with limited space and the solution must therefore be adapted to this. The Contracting Authority The Norwegian University of Life Science NMBU has a special responsibility for providing research and education that shall ensure the basis of existence for future generations. We provide knowledge for life and sustainability is rooted in everything we do. NMBU has 1700 employees and 5200 students and is organised in seven faculties. NMBU currently has campuses at Ås and in Oslo. These two campuses shall be co-located from autumn 2020. NMBU also has a research centre in Sandnes. NMBU´s ethical guidelines state that the University must follow the UN´s human rights and the ILO´s core conventions for the entire value chain affected by a procurement. NMBU emphasises the perspective of sustainability in the organisation — also in relation to procurement processes. NMBU is a member of the Ethical Trading Initiative Norway. The objective and scope of the contract: The procurement consists of a five-axle abrasive Waterjet Cutter for preparation of varying materials and thickness. The procurement will include all necessary components for utilisation of the machine (for example control panel, sand supply system, high pressure units, cooling units, software etc.). The delivery will include freight, delivery and installation at the specific site. Furthermore, the procurement includes necessary training for the operation of the machine. The procurement will be installed in a separate room with limited space and the solution must therefore be adapted to this. Considerations for any necessary noise reduction must be accounted for. The complete description of the delivery is given in the requirement specification (Annex A) Contract The procurement will be regulated by the following contracts: Standard contract for the purchase of goods The contracts will be developed in cooperation with the winner of the competition, based on the tender documentation and offer. Lot It is not possible to submit tenders for parts of the assignment, as it is not appropriate to divide this contract. Important dates The contracting authority has set up the following time frames for the process: Activity Date Any site inspection/tender conference Minutes from the site infection/tender conference Deadline for questions about the competition documents: 20 March 2020 The deadline for the receipt of tenders: 27 March 2020, 12.00 Tender opening 27 March 2020 (12.15) Evaluation: 3 April 2020 Selection of tenderers and notification to tenderers: 3 April 2020 Deadline of the waiting period: 24 April 2020 Contract signing: 27 April 2020 Period which the tenderer is bound to keep open the tender: 27 August 2020 Procurement procedure. The procurement will be implemented in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) PPR 2016-08-12-974. part I and part III. A contract will be awarded in accordance with the open tender contest procedure, cf. the Public Procurement Regulations § 13-1 (1). Negotiations are not allowed in this contest. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is drawn to the fact that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that contain deviations from the procurement documents, uncertainties etc. that are not considered significant, cf. the Regulation § 24-8(2) a. The tenderer is therefore strongly encouraged to follow the instructions given in the tender documentation and annexes, and in the event of ambiguity ask questions through Visma Tendsign's function for questions and answers.
