TR2076 - Mechanical and Electrical Engineering Professional Services for ESB Network Headquarters Building

The Contracting Entity intends to procure Mechanical and Electrical Building Professional Services for the development of an ESB Networks Headquarters and Control Centre Building at ESB’s land holding at Leopardstown Road, Dublin 18. It is proposed that the contract will include an expansion and consolidation of ESB Networks functions and activities within a part of their existing Leopardstown Road business campus. Principal elements of project scope include: • Design, construction and fit out of a new bespoke Control Centre Building (estimated floor area 2,250 to 3000 sq. metres, subject to detailed Brief development) as a standalone structure within a new internal boundary, supporting efficient, secure, robust and resilient Control Centre functions across Network Distribution, SCADA (System Control and Data Acquisition), Telecoms, Smart Metering, and Retail Market functions. Design and construction to align with requirements of the EU NIS 2 (Network Information Systems) and CER (Critical Entities Resilience) Directives, and provide a robust, resilient solution, while also meeting high standards of welfare for occupants. • The new Control Centre Building has a target occupancy of 101 workstations, including specialised 24/7 control room work settings. Support facilities include crisis response suites, meeting spaces, training space, shower and cooking facilities for shift staff, provision of robust and resilient services, and integration of specialist IT and OT installations supplied by ESB Networks’ technology partners. The design and specification of space for critical functions with 24/7 occupancy to align with requirements of the EU NIS 2 and CER Directives. Integrated design and protection of critical infrastructure, new and existing site services. • Reconfiguration of the existing Administration Building (approximate gross floor area 2,450 sq. metres) to form an ESB Networks HQ, accommodating current and projected staff needs of the ESB Networks organisation. The Administration Building is to receive a deep energy retrofit and full fit-out, to align with corporate sustainability policies and established Smart Working practices. • The existing Administration Building was constructed in the 1970s. It is predominantly a two-storey structure of concrete construction, with a part lower ground floor under one wing of accommodation and a single-storey annexe. The building has been in continuous use since its construction, providing offices and support functions, including meeting and canteen facilities. Target occupancy for the reconfigured and refurbished building is upwards of 135 workstations, with increased provision of meeting/collaboration space and full conference facilities, and expanded canteen capacity. • Related site development work, including services, boundaries, hard and soft landscaping. Protection and management of existing and new services to existing and new buildings across the campus will be a significant feature and shall have regard to the provisions of EU NIS 2 and CER Directives. • Certain critical functions and staff groups are currently housed in the Administration Building. The new Control Centre Building must be constructed and handed over as the first phase of work, so that those critical functions can be relocated from the Administration Building to the new Control Centre Building. Only then can work commence on the Administration Building as the second phase of work. • Construction will take place within a live business campus setting, involving construction techniques, safety arrangements and sequential phasing of new-build and refurbishment elements, all devised to ensure no interruption to ESB Networks’ ongoing operations in retained parts of the campus. • Project design and delivery through a full BIM project environment in Revit or approved equivalent The Contracting Entity intends to procure Mechanical and Electrical Building Professional Services for the development of an ESB Networks Headquarters and Control Centre Building at ESB’s land holding at Leopardstown Road, Dublin 18.
