Norfolk County Council are acting as agents for Eastern IFCA to procure a research vessel with enforcement capabilities. A new build project or a refurbished second hand vessel would be considered with either option providing a demonstrably capable sea boat with a proven design. Eastern IFCA are seeking to procure a research vessel with enforcement capabilities. A new build project or a refurbished second hand vessel would be considered with either option providing a capable sea boat. In the case of a second-hand vessel it must be of a high-quality with fixtures and fittings made from appropriate materials that will provide longevity and avoid early wear and/or corrosion and with a significant projected remaining lifespan. It will be suitable for conversion, where required, to meet Eastern IFCA requirements. A proven design with working commercial examples available for trial would be preferable. Due cognisance should be given to the relevant EU and UK legislation, Marine Guidance Notices and Codes of Practice including (but not limited to): ‘The Code of Practice for the Safety of Small Workboats and Pilot Boats’ (The Workboat Code). This code is being updated as ‘The Small commercial Vessel and Pilot Boat Code’ (Brown Code). MGN 280 Small Vessels in Commercial Use for Sport or Pleasure, Workboats and Pilot Boats – Alternative Construction Standards The Code of Practice for Noise Levels in Ships. BS EN ISO 10088:2001 Small craft. Permanently installed fuel systems and fixed fuel tanks. The International Regulations for Preventing Collisions at Sea. MGN 353 (M+F) The Merchant Shipping and Fishing Vessels (Control of Vibration at Work) Regulations 2007. The vessel is to be MCA Coded Category 2 (60 miles from a safe haven) for 12 persons and shall be provided with all relevant lifesaving apparatus. Outline specification Design Catamaran with forward half-raised bridge/wheelhouse, sufficient accommodation for living, wet and dry labs. Sufficient aft deck space for A-frame and carriage/use of research equipment. Ability to dry out on intertidal sands as a matter of routine. Coded to Category 2 for 12 persons Construction: Aluminium of sufficient strength to enable routine drying out on intertidal sands Length: Between15-20 metres LOA Beam: Maximum 7 metres due to local restrictions Draft 1 metre preferred (max 1,3 m) Air draft maximum 17,5 m Propulsion: Propellers or water jet Engines: Twin diesel engines Speed: Cruising speed 15-18 knots. Sprint speed/top speed 20-25 knots Range: Minimum range 200 nm Electrics: 12 v/24 v on-board electrical system, 240 v power at sea and when dried out, 240 v Shore power connection. ‘Smoothed’ power supply for computerised equipment, to ensure spikes and variations from generators don’t cause damage Electronics: Open array radar, chart plotter, VHF, auto-pilot to commercial standards. Ability to accommodate separate systems for enforcement purposes if required. Anchor: Capable of regularly deploying/retrieval of anchor in water depths of 40-50 metres Accommodation: Berths, heads, shower, galley, communal/dining space and associated storage for up to 6 crew of mixed gender Fresh water: Sufficient for 6 crew for 4-5 days Black water: Sufficient for 6 crew for 2 days Grey water: Sufficient for washings from biosecurity cleaning of gear and equipment. Operational requirements Carriage of RIB: Ability to carry, launch and recover RIB of approx. 5-6 m LOA coded to Category 3 or 4 Pot Hauling: Capability to conduct regular pot hauling and stowage space for seized gear ‘A’ frame Capable of deploying Day grab, Hamon grab (600 kg), trawl nets, electronic monitoring equipment (e.g. side scan, cameras and future equipment) Winches: Capable of safely lifting our heaviest regularly used equipment — Hamon grab (600 kg) and RHIBs/tenders. Inclusion of capability to use load bearing signal and power carrying cables from winches Sample handling: Sample table, deck hose, chiller, sink in wet lab Dry lab for processing data Wet lab for processing samples
