Summary of the work After a successful discovery we are looking for a partner to go through Alpha to find or develop an excellent digital service to support diabetic eye screening in Wales. Expected Contract Length 6-10 Weeks Latest start date Monday 16 January 2023 Budget Range Up to £200,000 Why the Work is Being Done Public Health Wales (PHW), aims to provide Excellent Population Screening Services to the eligible population of Wales. The Diabetic Eye Screening Wales (DESW) service, run by PHW Screening Division, checks for eye problems caused by having diabetes. Eye screening looks for damage to the back of the eye (diabetic retinopathy) which can lead to permanent sight loss. People aged 12 and over with a diagnosis of diabetes, who are registered with a GP in Wales, are eligible and are invited for regular retinal screening with DESW. Individuals are invited every year, currently by sending a letter to their home address with an appointment date, time and venue. There are over 110,000 DESW screening attendees every year in Wales, and a recent discovery has shown gaps between the current digital service and the needs of the system users. Service user interaction and integration with other Welsh health systems being two examples. We would like to move from our discovery phase to alpha, in collaboration with a supplier that has both knowledge of NHS Wales systems and a passion for upskilling clients throughout the delivery journey. We envisage a 6-8 week alpha, completed before the end of March 2023. Problem to Be Solved Current DESW system does not have the functionality to enable excellent population screening services to be delivered. DESW needs to provide an end to end service for screening including receiving electronic or manual referrals, scheduling, sending physical or electronic appointments, storing and manipulating complex images, issuing results to those screened, referring on into secondary care as required and storing and writing to the Wales Electronic Patient Record systems. Who Are the Users As a screening official (SO) I need to know the number of referrals so that I can plan and book clinic sessions. Ideally referrals would be electronic rather than paper based. As an expert I need to receive referrals so that I can diagnose disease. As a care service provider I need access to relevant results and images so that I can give appropriate care and advice. As a screening official, I need to know whether a service user should be recalled in any particular time period. As a service user I need to see results and understand what they mean As an invitee I need to know when and where my appointment is and whether I can change it if I need to; time, data and venue As a GP I need to refer people to screening so that they can be tested and diagnosed correctly Early Market Engagement None at this stage but discovery has been completed Work Already Done Discovery phase has been completed Existing Team The existing screening team has extensive clinical knowledge and service user feedback but limited experience of Agile development. The newer digital services and data teams are available to support and collaborate with the chosen supplier to ensure a successful alpha period Current Phase Alpha Skills & Experience • Have experience of delivering Agile projects in the UK public sector • Have experience designing services for users with low digital literacy • Have Cyber Essentials Plus and/or be ISO 27001 accredited • Demonstrate understanding the complexities of working in NHS Wales • Be able to teach users during the delivery process • Be cloud and on premesis capable • Be aware of the user needs for single sign-on in NHS Wales Nice to Haves • Demonstrate successful delivery of agile projects in NHS Wales • Have worked with NADEX access Work Location The digital services team are based in Cardiff and virtually. Diabetic eye screening is based in south Wales but has another two fixed base sites Working Arrangments Working arrangements can be negotiated with shortlisted bidders. The teams are working in a hybrid fashion at present but there may be some benefit in suppliers attending some screening sessions and the Pathway and Grading teams in HQ. Security Clearance No security clearance is required, but the supplier should have Cyber Essentials Plus and be able to show appropriate commitments to working with sensitive data. The supplier should be ISO27001 accredited. Who did the discovery, and is there an incumbent? Armakuni and Stance worked with DESW to produce a discovery report. There is no incumbent 2. Can the discovery be shared? Yes, but I can't upload it on this system, please email fliss.bennee@wales.nhs.uk for a confidential copy 3. Would experience within NHS England be suitable? Experience within NHS England would be useful. It is worth understanding that NHS Wales as a separate entity may have made different choices and in some case use different underlying architecture. You should also be aware that while speaking Welsh is not a requirement, NHS Wales seeks solutions that can be bilingual at the point of user interface. 4. Please can you provide a timeline indicating the dates you intend to notify suppliers they have been shortlisted, when the Stage 2 documents will be circulated and when you intend to award the contract etc? The shortlisting will take place on 3 November, and we will aim to respond to all applicants by the 4 November. Stage 2 documents will be circulated to successful applicants. We will evaluate returns on 21 November and provide responses on 22-23 November 5. Can you elaborate on NADEX experience? We see that this is a trading platform and would like to understand the link between this and the overall core requirement? NADEX is also the National Active Directory and Exchange - the secure directory for the NHS which is often used for secure sign-in. 6. Regarding the response criteria at Stage 2, please can you confirm that the Work History and References and each of the 6 points listed in the Proposal Criteria section will be equally weighted within the 50% allocated to Technical Competence within the evaluation? Stage 2 scoring will be based on the ability to meet the criteria listed for technical and culture and price within the written proposal document.Examples of past work should be included in the proposal if the supplier considers them appropriate.References will only be contacted if there is not a clear high scoring bidder.Work history and references are considered supporting evidence for both techincal and cultural criteria. 7. What scoring methodologies will be used at stage 1 and stage 2? At stage 1, the scoring will look at the listed requirements and allocate a score for each requirement of 0-3 as described in the marketplace scoring advice, where 0 = not met, 1 = partially met and so forth.At Stage 2, the scoring for the proposal will take the same approach. In the event of a tie, references and a best and final offer will be requested. 8. Please can you confirm whether Stage 1 scores will be carried over and used as part of the overall evaluation at Stage 2? Stage 1 scores will not be carried over.
