Third Party Monitoring, Evaluation & Learning for the Green Growth Programme in the Democratic Republic of Congo

The British Embassy in Kinshasa is seeking a service provider to establish a Decision Support Unit (DSU) that will undertake the third-party monitoring (TPM) and other learning related activities to support its new Green Growth Programme. The Green Growth Programme is a new five-year, £38m, International Climate Finance (ICF) programme will support the development of a climate-smart agricultural sector in DRC focusing on rural areas to deliver both climate and economic development objectives. The TPM element is a component of this and sits within, the Green Growth programme as a whole. The core objective of this assignment is to deliver the independent monitoring, evaluation and learning function for the Green Growth programme. The Implementing Partner of the Green Growth Programme in collaboration with British Embassy in Kinshasa will set up the programme's Monitoring & Evaluation and results framework. The work of the MEL provider will complement and support the development and maintenance of this framework. The supplier will be expected to establish a DSU that will support the delivery of the Green Growth programme. As such, the DSU will : - Facilitate and inform the strategic programme decision making through monitoring, evaluation and learning. - Support the Green Growth programme to identify what is working and what is not working. - Provide targeted technical advice to the Green Growth partners to ensure their reporting and M&E approaches are aligned and support the programme objectives. - Carry out the verification of results reported by Green Growth programme partners.
