1. University Hospitals Birmingham NHS Foundation Trust (UHB) host the Birmingham and Solihull (BSOL) Procurement Collaborative, a shared procurement service acting on behalf of multiple Trusts within the Birmingham and Solihull Integrated Care System.<br/>2. The purpose of this Prior Information Notice (PIN) is to alert potential suppliers to an opportunity to provide a Recovery House Facility for Birmingham and Solihull Mental Health NHS Foundation Trust and Birmingham Women's and Children’s NHS Foundation Trust Forward Thinking Birmingham.<br/>3. The Trusts intend to hold a supplier engagement day in Birmingham on 20 March 2024 (actual date & time to be confirmed) where suppliers will be given the opportunity to present Birmingham and Solihull Mental Health NHS Foundation Trust and Birmingham Women's and Children’s NHS Foundation Trust Forward Thinking Birmingham.<br/>4. This PIN does not formally signify the beginning of a procurement and does not constitute a commitment the Trusts to undertake any procurement exercise. In the event that the Trusts decide to tender for the above mentioned tender, this will be issued via the HealthFamily (Atamis) portal.<br/>5. Potential suppliers should register their interest in this procurement via the HealthFamily (Atamis) portal by 17:00 on 6 March 2024 to ensure they are kept up to date on this opportunity to attend a Supplier Engagement Day in March. (Date to be confirmed with suppliers after the PIN interest deadline of the 6 March 2024), when suppliers will present on the procurement opportunity.<br/>6. Your message must clearly state:<br/>- the name of this procurement Recovery House (Atamis reference: C238465)<br/>- the name of the registered supplier; and<br/>- the name and contact details for the registered individual sending the email.<br/>7. Potential suppliers should provide presentation slides by 17:00 on 6 March 2024. The presentation must follow the brief set out by the Trust’s which can be found in the attachments or documents area.<br/>8. The closing date for any questions is 17:00 on 21.02.24. All supplier questions must be sent to the Atamis portal.<br/>9. The Supplier Engagement Day does not form part of a formal procurement process and the Trusts reserves the right to decide whether or not to proceed with the procurement. Potential suppliers shall be solely responsible for any costs which they incur as a result of participating in any aspect of this supplier engagement exercise. Lot 1: Birmingham and Solihull Mental Health NHS Foundation Trust and Birmingham Women’s and Children’s NHS Foundation Trust Forward Thinking Birmingham are looking to develop a multi-agency collaborative to provide short stay environments for individuals experiencing an acute mental health crisis, aged 18+. <br/>Such a facility would provide a viable recovery-based resource for those who may be escalating toward a psychiatric inpatient admission and for those who may be considered for a step-down provision from an acute inpatient bed. It is intended to support those who would benefit from brief biopsychosocial interventions during short term crisis. The crisis would be viewed as “the moment when the typical activities of the service user’s day break down”.<br/>Access to the Recovery House facility will be managed through a number of clinical referral routes. Whilst not excluding any individual meeting the above criteria, users of the service will need to be fully compliant with the behavioural expectations of the Recovery House and have a clear understanding that non-compliance with such agreement will lead to termination of stay. <br/>Commissioners are seeking an organisation that can either;<br/>1. Provide the accommodation only<br/>2. Provide accommodation and a shared staffing model <br/>3. Provide accommodation and all staff<br/>It is suggested the Recovery House would provide a maximum total of 14 beds, preferably comprising 8 mixed and 6 female only with a maximum financial envelope of circa £794,189 (for option 2) and £1,080,433 (for option 3); to include flexibility for on-going transformational development, vision and potentials for invest to save.<br/>Users of the service can have several strictly time limited admissions throughout the year to support crisis, prevent escalation and hospital admission avoidance. <br/>The Recovery House will be a 24 hours service and needs to be accessible 7 days a week. The facility must provide a safe environment and support in which service users will receive immediate assistance in identifying the nature of the crisis and how this may be addressed. This will be achieved by using a model of co-production, solution focused and other brief interventions. The expected duration of a service users stay will be 7 nights.
