Government of Jersey (‘GoJ’) is looking to procure a suitably-qualified partner (or consortium) to consolidate its existing office accommodation offering into a single site of approximately 11 000 sq m of commercial accommodation to house 1 600 office-based personnel across the full suite of Government departments. Further details of this opportunity will be made available via www.channelislandtenders.com (the ‘E-Portal’) where interested parties are required to register their company details and interest. Market consultation will take place in January 2020 with interested parties able to request a 1 hour meeting with the project team via the E-Portal by 15 January. The purpose of the market consultation days is for GoJ to discuss its proposals for the project with potential suppliers with a view to preparing the procurement and informing the market of its procurement plans and requirements. Further details are contained in sections II.2.4) and II.2.14) of this notice. As part of its One Government initiative (https://www.gov.je/Government/NewStatesStructure/Pages/AboutNewStatesStructure.aspx) and its aim to operate as an effective and efficient organisation, GoJ is looking to join up its administrative staff in a single administrative headquarter of approximately 11 000 sq m NIA in Central St Helier. This project should promote better teamwork and collaboration across functions and departments which is not currently being delivered through GoJ's existing office portfolio (36 000 sq m in 21 locations). Potential suppliers can book a 60 minute time slot as part of preliminary market engagement to discuss the procurement with GoJ representatives. Those interested should register their interest on www.channelislandtenders.com and request a meeting once an expression of interest has been registered. Details of how to register on the portal and how to express an interest are included in Section II.2.14). Please note the deadline to express an interest in the market consultation opportunity is 17.00 on 15.1.2020. Participating suppliers will be able to discuss the One Government Office Project in a format which will be consistent for each participating supplier. If more than 10 suppliers register an interest in discussions with GoJ, for administrative purposes, GoJ may instead conduct a series of open discussions and ask for potential suppliers to complete a feedback questionnaire which will be made available. Participation in market consultation is not, in any event, a requirement for future progress in the procurement process and details of the outcomes from the day will be made clear in procurement documents related to this opportunity, once these documents are published. Whilst the features of the project will be finalised following the market consultation day, high level details are as follows: 1) GoJ is consolidating its office estate to allow for more cost-effective use of accommodation and the release of sites for re-development for alternative uses including housing; 2) All government office-based staff and other users will be located in the new, single-site office development (including customer service delivery functions); 3) The project will re-shape the GoJ's customer-facing and office-based functions to develop an agile, efficient and effective modern office environment for customers and staff; 4) The project will support awareness, communication and engagement between colleagues in different departments and promote health and well-being of the people who work there and contribute to the GoJ being an attractive place to work; 5) The project should promote the social effectiveness of St Helier and, in particular, the areas surrounding the site on which the office is to be located (which is not yet determined); 6) The project will support GoJ's modernisation and digital strategy which underpins GoJ's One Government initiative; 7) The project should be delivered by December 2023. Following market consultation, GoJ expects to commence the procurement process in February 2020 with a preferred bidder being awarded a contract by October 2020. Further information and a detailed specification will be contained in the tender documentation once the procurement is formally advertised. Though the Public Contracts Regulations 2015 (‘PCR 2015’) do not apply to GoJ, it intends to conduct a procurement process akin to the competitive dialogue procedure set out at Regulation 30 of the PCR 2015 which will involve the shortlisting of suitably-qualified bidders before a dialogue phase during which GoJ's requirements are defined and negotiated. Please note, the figures stated in Sections II.1.5) and II.2.7) are currently only an estimated figure and are in no way guaranteed.
