Description

The Integrated Technology Solution (ITS) programme is a critical foundation for the wider modernisation of The Government of Jersey (GoJ). Crucially, it enables cross-department collaboration benefits and efficiencies and acts as a backbone and core enabler for the other elements of government transformation. ITS will deliver modern enabling functions covering: finance, procurement and commercial, asset and inventory management, people services and payroll – to drive ‘whole of government’ transformation using industry best practices. To support the ITS programme, GoJ will be running a procurement exercise in the coming months to engage with a partner(s)/consortia to deliver the following services: 1) Programme Management (PM) and Programme Management Office (PMO) Services; 2) Business Change Services; 3) Systems Integration (SI) Services; 4) Technology Solution(s) (licences or cloud subscriptions). Lot 1 is for Programme Management (PM) and Programme Management Office (PMO) Services to include management of the programme, coordination and prioritisation of resources, management of dependencies between the various contracts/services, management of programme reporting, the overall plan, costs and risks of the programme. 1) Business change services — to design and implement business solutions and processes and help GoJ and its workforce in change readiness to embed organisational and cultural change and ensure successful implementation of the technology solution(s); 2) Systems integration (SI) services — to recommend and bring together a set of technology solution(s) into a fully integrated platform that functions effectively as a whole and meets the requirements of the GoJ Enabling Functions (Finance, procurement and commercial, asset and inventory management, people services and payroll). The supplier will cover all stages of the project (Design, build, configure, test, deploy, operate/support). The systems integrator will be responsible for identifying the set of solution components to meet our requirements and engage the relevant solution vendors as appropriate. 4) Technology Solution(s) (licences or cloud subscriptions) — licences/subscriptions for the chosen solution(s). It is assumed that these will mainly be cloud based (SaaS and PaaS) solutions and the provision will include the licence and support arrangements with the product vendor(s).
