Pre-Market Engagement - Warm Homes (Local Grant Delivery)

This is a pre-market engagement to enable the council to interact with potential providers and suppliers before formally starting a procurement process, its aim is to help the council understand the market better to refine its requirements based on supplier feedback, to encourage competition and identify challenges ahead. The South & East Lincolnshire Councils Partnership (SELCP) is a collaborative initiative formed in October 2021. It includes Boston Borough Council, East Lindsey District Council, and South Holland District Council. East Lindsey District Council will be the lead accountable body for the South and East Lincolnshire Councils Partnership delivery of domestic retrofit grant programmes. The partnership is seeking a funding award under Warm Homes - Local Grant that should last for a minimum of 3 years which is anticipated to start on 1 April 2025. The expectation is that further funding may continue until March 2030 (subject to Government Spending Review), therefore the council are looking for a supplier(s) that will be able to deliver excellent results over the life of the current project but to also remain on contract for future projects with the understanding that this is subject to funding and cannot at this point be guaranteed To view further details of the potential requirement, please contact procurement@pspsl.co.uk who will send a Pre-Market Engagement document to you, that includes details of the requirement, along with a number of key requirements for a prospective supplier. Lot 1: As part of your response, you must confirm that you meet the specification forming part of this market engagement. The Council is looking for potential suppliers who will be able to demonstrate their capabilities in the following areas: Experience and Qualifications: • How long have you been in the domestic retrofit industry? • Can you provide references or case studies from previous projects? • What experience do you have of working in the private domestic market as opposed to social housing delivery • What certifications or qualifications do your core team members hold? As a minimum provide details of your Retrofit Assessors, Designers and Coordinators • Do you hold any specific qualifications/experience relating to delivery of retrofit works on Park Homes Sustainability Practices: • What sustainable materials and technologies do you use? • How do you minimize waste and environmental impact during projects? • Are you certified by any recognized sustainability organizations? Project Management: • What qualifications does your intended Project Manager hold? • How will you manage local contractors and works on site? Would you have a dedicated Site/Contracts Manager and if so, how regularly would you expect them to visit the locality? • What is your out of hours process and do your core delivery team have mobile phones or dedicated phone lines? • How do you ensure projects stay on schedule and within budget? • What is your process for handling unexpected issues or changes during a project? • Can you provide a detailed project plan and timeline? Quality Assurance: • What quality control measures do you have in place? • How do you ensure the longevity and efficiency of your installations? • What warranties or guarantees on your work do you provide? Customer Service: • How do you communicate with clients throughout the project? • What is your process for addressing client concerns or feedback? • Can you provide testimonials from previous clients? Compliance and Safety: • How do you ensure compliance with local building codes and regulations? • What safety protocols do you follow on-site? • Are you insured and bonded? Cost and Value: • Can you provide a detailed and transparent quote? • How do you ensure value for money while maintaining quality? • Are there any potential additional costs we should be aware of? Local supply chain: • Can you outline what your experience of working with local supply chain in the Lincolnshire area is like? • Please outline how you would build a local supply chain if this isn't something already in place • Please detail how you would foster relationships and support small local businesses to engage with a programme of this size and scale Additional information: Please contact procurement@pspsl.co.uk to receive a copy of the PME document.
