Hammersmith & Fulham are preparing to launch a procurement exercise to tender for contracts in line with the aims and deliverables within the draft Early Intervention Strategy. Tickets can be found at: https://www.eventbrite.com/e/hammersmith-fulham-early-intervention-procurement-tickets-423400130187 If you have any questions, please contact Hannah.Parrott@lbhf.gov.uk The procurement will be formed of multiple contracts separated into 4 Lots - Lot 1: Youth Provision, Lot 2: Volunteer Family Support, Lot 3: Virtual Reality Software, Lot 4: Child and Family Support Within Lots 1 and 4, tenders are permitted to tender through a consortium approach or through a sub-contracting arrangement with a Lead Provider, demonstrating all aspects of the specification can be satisfied through the chosen arrangement. Further detail will be available within the Invitation to Tender once published. Lot 1: Year-round universal youth services for all young people aged 11-18 (11-25 for young people with SEND) including group-based support to young people with targeted needs where additional support is required to prevent emerging problems from escalating, and integrated targeted 1:1 mentoring support for identified young people. In addition, the service shall deliver distinct, high level, specialist support for young people with SEND who are unable to participate in universal provision due to the complexity of their disability. Tenders are invited to tender through a consortium approach or through a sub-contracting approach, demonstrating all aspects of the specification can be satisfied through the chosen arrangement. The Contract Period will be 3 years commencing on 1st April 2023. The Council will be entitled at its absolute discretion to extend the Contract Period on the same terms for a further period or periods of up to 1 year plus a further 1 year (totalling a maximum extension period of 2 years) making a total possible Contract Period of 5 years. The maximum budget envelope for this Lot per year is £376,000, totalling £1,880,000 across the total contract period including extensions​. Additional information: The award threshold will be set at 60% quality and 40% price with a series of robust minimum standards applied to ensure eligibility and suitability of tendering organisations. Lot 2: Bespoke packages of support, delivered through a network of volunteers, to families in crisis or in need. Support shall be delivered through a holistic approach. Support shall include practical resources and support, befriending and hosting. Tenderers are invited to tender as a sole organisation. The Contract Period will be 3 years commencing on 1st April 2023. The Council will be entitled at its absolute discretion to extend the Contract Period on the same terms for a further period or periods of up to 1 year plus a further 1 year (totalling a maximum extension period of 2 years) making a total possible Contract Period of 5 years. The maximum budget envelope for this Lot per year is £87,500 totalling £437,500 across the total contract period including extensions​. Additional information: The award threshold will be set at 60% quality and 40% price with a series of robust minimum standards applied to ensure eligibility and suitability of tendering organisations. Lot 3: Virtual reality training materials, training and support services for practitioners and professionals. Materials shall include licensing for a library of training materials for practitioners and professionals working with children, young people and families. Licensing should be able to be installed on existing hardware owned by the Local Authority. Training material should be interactive, including an element of decision making, and provide teaching materials to support delivery of training. Tenderers are invited to tender as a sole organisation. The Contract Period will be 3 years commencing on 1st April 2023. The Council will be entitled at its absolute discretion to extend the Contract Period on the same terms for a further period or periods of up to 1 year plus a further 1 year (totalling a maximum extension period of 2 years) making a total possible Contract Period of 5 years. The maximum budget envelope for this Lot per year is £22,500 totalling £112,500 across the total contract period including extensions​. Additional information: The award threshold will be set at 60% quality and 40% price with a series of robust minimum standards applied to ensure eligibility and suitability of tendering organisations. Lot 4: Child and Family Centre service offer across the 0-5 age range which effectively supports children and their families across the Central region (Ravenscourt, Wendell Park, Grove, Addison, Brook Green, Hammersmith Broadway and Avonmore). Services shall include high quality, inclusive, early learning sessions, delivered through an integrated model with multi-agency partners to provide providing information and activities for all families. In addition, the service shall include focused, evidenced based parenting and family support programmes for families with targeted needs across the borough. Tenders are invited to tender as a sole organisation or through a consortium approach or through a sub-contracting approach, demonstrating all aspects of the specification can be satisfied through the chosen arrangement. The Contract Period will be 3 years commencing on 1st April 2023. The Council will be entitled at its absolute discretion to extend the Contract Period on the same terms for a further period or periods of up to 1 year plus a further 1 year (totalling a maximum extension period of 2 years) making a total possible Contract Period of 5 years. The maximum budget envelope for this Lot per year is £331,900 totalling £1,659,500 across the total contract period including extensions​.
