Hull City Council (The Authority) is seeking tenders from interested organisations to provide Targeted Youth Work Provision. The tender is an Competitive Procedure with Negotiation (CPN) - (Light Touch Regime) procedure consisting of one or more stages process. This tender exercise shall be tendered utilising 4 separate Lots. The contract is anticipated to commence 1 April 2025 ending by 31 March 2030 with an option of up to two periods of 12 months extensions. The Authority has estimated the total value of the 4 Lotted Services at £723,384.00 per annum. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract. Further information is contained within the tnder documentation. Lot 1: Lot 1 - Targeted Youth Work Provision (open access venues) in the East Hull Area Lot 1, Targeted Youth Provision in appropriate, open access venues/settings in the East Hull Area, casting as wide a net as possible to engage young people, but with a clear focus on increasing targeted early support and intervention for those young people in greatest need and at the greatest risk. The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lots, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the relevant boundaries stipulated within the tender. Additional information: To be clear the value of the contract for the initial 5 year period (1 April 2025 - 31 March 2030) shall be £1,287,190.69 This value shall increase to £1,802,066.96 if the full 24 month extension period is taken. *Values include a 15% uplift on current contract value. The 15% increase has been agreed in principal but requires final sign off once the Authorities budget has been set. Lot 2: Lot 2, Targeted Youth Provision in appropriate, open access venues/settings in the West Hull Area Lot 2, Targeted Youth Provision in appropriate, open access venues/settings in the West Hull Area, casting as wide a net as possible to engage young people, but with a clear focus on increasing targeted early support and intervention for those young people in greatest need and at the greatest risk. The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lots, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the relevant boundaries stipulated within the tender. Additional information: Value of contracts for the initial 5-year period shall be £206337.60, £455,520.00, £377248.87 & £258,714.12 .These values shall increase to £288872.64, £637,728.00, £528,148.18 & £362,199.77 if the full 24-month extension period is taken. *Values include a 15% uplift on current value. The increase has been agreed in principal but requires final sign off once budget has been set. Lot 3: Lot 3, Targeted Youth Provision in appropriate, open access venues/settings in the North Hull Area Lot 3, Targeted Youth Provision in appropriate, open access venues/settings in the North Hull Area, casting as wide a net as possible to engage young people, but with a clear focus on increasing targeted early support and intervention for those young people in greatest need and at the greatest risk. The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lots, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the relevant boundaries stipulated within the tender. Additional information: Value of contracts for the initial 5-year period shall be £467,264.09,& £463,671.72. These values shall increase to £654,169.73 & £649,140.41, if the full 24-month extension period is taken. *Values include a 15% uplift on current contract value. The increase has been agreed in principal but requires final sign off once the Authorities budget has been set. Lot 4: Lot 4, City wide Targeted Outreach programme Lot 4, City wide Targeted Outreach programme which will build on the work carried out over the past couple of years in respect of how we improve early identification, support and the response to some of our most vulnerable young people. The Provider must be ready to commence service delivery no later than 1st April 2025 for this Lot, and have possession, occupancy or usage (as appropriate) of suitable premises/operating facilities, within the Hull City Council boundary. Additional information: Value of contract for the initial 5-year period shall be £802,056.00 The value shall increase to £1,122,878.40, if the full 24-month extension period is taken. *Value includes a 15% uplift on current contract value. The increase has been agreed in principal but requires final sign off once the Authorities budget has been set.
