However, the Authority reserved the right to deviate from the formalities of the open procedure given the flexibilities permitted by Regulation 76 of the Public Contracts Regulations 2015 as amended in the conduct of procurements for Social and Other Specific Services otherwise referred to as Light Touch Regime procurement Two Stage Process - Bidders must have achieved an overall Quality Score of 60% or more to have price submission evaluated. Bidders who achieved this threshold then had price evaluated and all bidders who submitted a price that was under the ceiling rate have been admitted onto the framework.
