The successful contractor will provide a cleansing service for all streets, surface car parks and other public areas where the Councils have a responsibility, an interest or statutory duty. Both Councils responsibilities and standards for cleansing on land are defined in the Environmental Protection Act 1990: Code of Practice on Litter and Refuse (last revision 2006) referred to as the Code. The Code will be the minimum standard of cleansing to be delivered under the contract. The successful contractor will be expected to routinely inspect and cleanse the streets and other public areas that are included in the Contract. This includes, but will not be not limited to, adopted highways, streets, footways, cycleways, parks and public open spaces (WSDC), car parks and other council owned land, town centre and other shopping precincts. The work will include but will not be limited to the following: (a) Removal of all litter and detritus, (b) Provision, installation, emptying and maintenance of litter bins; (c) Routine inspection and removal of graffiti, bill boards (including estate agents signs and fly posters and stickers in public places and other sites as directed; (d) Cleansing services for special events and emergency work; (f) Cleansing around public recycling sites as required; (g) Removal of small dead animals; (h) Removal of fly tips; (i) Servicing, maintaining and cleansing of public conveniences; (j) Seasonal requirements e.g. following leaf fall.
