RNOH is seeking the construction of a facility on the authority’s Stanmore Royal National Orthopaedic Hospital (RNOH) site. The site will be leased to the selected third party partner. The development comprises 3 distinct functions which may be provided in a single or multiple buildings on a single site. The functions include an Independent living unit to be sub let back to RNOH, overnight residential accommodation for RNOH patient’s parents and carers also to be sub let back to RNOH and a step down patient hotel facility with rehabilitation services provided by the partner who will specify and operate the facility commercially. On part of the proposed site at RNOH there is currently the Graham Hill Unit (the “GHU”), a spinal injury patients independent living assessment unit. The authority proposes to enter into a lease for the current GHU site with the successful tenderer which will redevelop the GHU site pursuant to the terms of the development agreement. Upon completion of the development the successful bidder will enter into a head lease with the authority (for the site) and the authority will enter into sub leases with the developer for the independent living unit and the accommodation for parent /carers. The remaining space in the development, which will be specified and operated by the developer, will be utilised by the successful bidder to provide commercial patient hotel /step down facilities and the provision of rehabilitation services which it will make available to the general public and discharged NHS and private healthcare patients on a commercial basis. The authority will discuss with the successful bidder the RNOH Trust’s potential requirements for access to the facilities to be provided. External funding is available to tenderers by way of contributions to this project. Specifically: grant funding from the Ministry of Defence which may be provided to Tenderers by the authority. This funding was secured by the authority in relation to the development of a model for improving rehabilitation services for veterans specifically but alongside NHS services and thus improving NHS non-veteran rehabilitation. This grant funding of circa. 1 500 000 GBP could be made available to tenderers towards the capital funding of the development or for the purchase of rehabilitation services for qualifying veterans. The RNOH Charity is a vital partner in the way the authority delivers care. The charity has been raising funds specifically for the authority’s redevelopment appeal and, subject to delivery of the contractual obligations to be entered into by the successful tenderer will make available up to 1 000 000 GBP (subject to fundraising) as a contribution towards the construction of the independent living unit. This unit will comprise one two bedroom flat and one 2 storey 2 bedroom house. All bedrooms will have en-suite facilities, assisted daily living kitchens and a lounge /dining space. Subject to delivery of the contractual obligations to be entered into by the successful tenderer, the RNOH Charity will make available up to 2 000 000 GBP (subject to fundraising) as a contribution to the construction of the parent /carer accommodation within the development. This accommodation with comprise 12 twin bed en-suite bedrooms and 2 triple bed en-suite bedrooms plus common spaces for kitchen, dining, lounge and a children’s breakout room. The precise terms and conditions of these separate funding streams will be subject to negotiations with shortlisted and ultimately the preferred partner. This will ensure that the funds are put to the best possible use for the purposes of the overall business model for the project for all parties involved. The successful bidder is likely to be an experienced provider of patient hotel /step down facilities or rehabilitation homes. The likely client base will be patients who are ready for discharge from hospital but not yet ready or capable of living at home without a degree of care and rehabilitation support. The RNOH currently provides a rehabilitation programme for such clients in a hotel local to the hospital but would consider utilising this new facility for the provision of this service once the unit is operational as might other local NHS and independent healthcare providers or indeed the general public themselves. The scale of this facility and supporting market assessment will be at the behest of the successful bidder who will carry the risk on occupancy and take up of the service offered within the new facility.
