Summary of work The Competition and Markets Authority (CMA) is wanting to award a single contract to a Supplier who will propose, design, develop, deploy and support a solution which will meet two current business needs: * Mergers data management * Mergers electronic Request for Information (eRFI). It is expected that the solution will evolve and meet other emerging business needs across the CMA. The solution could therefore serve as the basis for a wider case management solution for the CMA. Where the supplied staff will work London Where the supplied staff will work No specific location (for example they can work remotely) Who the organisation using the products or services is N/A Why the work is being done The CMA is required to investigate certain business combinations such as mergers. The aim of these investigations is to ensure that such business combinations do not substantially lessen competition and lead to worse outcomes for consumers. The CMA's Mergers unit carries out this function. The CMA has access to up-to-date Microsoft technologies, including Power Platform, Dynamics, PowerBI and SharePoint, all hosted in Microsoft Azure. It is logical to leverage these technologies to satisfy emerging requirements and to enable a wide range of departments to benefit from their use. However, whilst a solution in the Microsoft stack is logical the CMA is open to other application solutions which could be deployed within our environment, so other solutions are within scope. Microsoft Dynamics is currently only used by the CMA Central Enquiries Team. This team manage incoming requests via email, phone and web enquiries which they process or refer on to other teams to investigate. The objective is to provide the CMA with a system to meet current Merger requirements that could also serve as the basis for a wider case management solution. This would include developing a digital template to increase the efficiency of teams and departments providing solid reporting of the progress of work, where a workflow is established. There is a plethora of possible use cases for this across the CMA, which has many teams currently benefitting from the use of SharePoint to store documents, but without the advantages conferred by automation and “live” reporting. Many departments expend considerable efforts to provide monthly reporting which the rollout of a case management solution would seek to streamline. The business problem There are currently two immediate and specific needs to be satisfied under this umbrella: (1) Mergers Data Management. A business requirement to manage merger caseloads as they proceed from notification, through phase 1 assessments and to conclusion. The initial launch of the project will focus on collecting information from cases used for reporting purposes and for resource management and case allocation. (2) Mergers eRFI. A business requirement to enable requests for information (RFI’s) to be sent to external parties/stakeholders that are either involved in a proposed merger or potentially impacted by a proposed merger. The questions within these RFI’s are tailored depending on the recipients interest in the proposed merger i.e. involved or potentially impacted. Standard and bespoke templates will be created to enable the team to track the details of who has been issued with an RFI, monitor completion rates, send automatic reminders as well as providing a reporting mechanism for tracking responses and analysing the answers provided in the RFI’s. The requirement includes the Supplier designing, developing, deploying and supporting a solution to meet the business needs. The required solution is a deliverable under the CMA Digital Transformation Programme. The people who will use the product or service User type: CMA staff Definition: The system will be used by CMA staff. For Mergers Data management, this includes delivery professionals, legal advisors & economists to input information. Support staff will run reports and answer ad-hoc queries from senior management (although every individual in the Mergers team will be able to run reports directly). Management will consume data. For eRFI, this includes staff setting up questionnaires, external stakeholders inputting information and staff analysing the information received Any pre-market engagement done Early 2023 CMA had a demo of D365 and SalesForce. Work done so far During the Discovery phase, the Mergers Data Management team have: * extensively captured low level requirements * analysed existing processes and data sources * started collating historical data in preparation for transition to the new solution The eRFI team have: * mapped their standardised process that they want to automate * worked on the to-be workflow processes Which phase the project is in Alpha Existing team The project team consists of a project manager, a technical architect, and 2x business analysts who work with their respective business teams/user leads. No expenses will be paid for work carried out at Cabot Square (Main office) any other travel will be paid in line with CMAs Travel and Subsistence policy. The supplier will use their own devices, using Azure Virtual Desktop (also known as Windows Virtual Desktop) to access the CMA's network, Sharepoint folders and other required services. CMA-specific data should be processed and stored only within the confines of the CMA network (through Azure Virtual Desktop) Security and vetting requirements Baseline Personnel Security Standard (BPSS) Security and vetting requirements Security Check (SC) More information about the Security requirements: BPSS / SC. All must have BPSS as a minimum. Preference for contractors to already hold SC clearance, however we would expect SC clearance process to be carried out at the supplier's expense.
