Birmingham Children's Trust is owned by, but independent from Birmingham City Council, delivering all Family Support and Social Care Services for the Council. Our vision is to build a Trust that provides excellent social work and family support for and with the city's most vulnerable children, young people and families. The service provider will be either a Registered Adoption Agency or Adoption Support Agency. The service is to be provided for birth parents or birth family members of children who are being, or have been, adopted in Birmingham and who are referred via methods 1-6 below. The provider will receive referrals from birth parents or birth family members that have provided consent for their details to be shared, at any or some of the following points: 1. Following Child's CIC review where adoption plan is recommended 2. Following the decision by the Agency Decision Maker (ADM) 3. At the point of matching, 4. Following a request for a child to be relinquished, 5. From the Adoption Service where there is an identification of need beyond the above stages, e.g. letter box, after the adoption order has been granted. 6. When the requestor wishes to access the service. The service will at all times respect the requirements of the relevant regulations made under the Adoption and Children Act 2002 and the National Minimum Standards for Adoption 2014, Standard 12 and The Adoption Agencies Regulations 2005, specifically Regulation 14. It is expected that support to each birth parent would normally be in the region of 10 hours. If a more complex case occurs requiring more than 10 hours support this may be accommodated. It would be expected that the likely need for extended support will be clear when the case has reached 6-7 hours and that the service provider will initiate discussions with the Adoption Service. The Contract will last for 3 years, commencing 1st December 2024 until 30th November 2027, (unless terminated under the terms and conditions of contract) with the provision to extend for up to an additional 2 years subject to requirements, availability of funding and satisfactory compliance and performance. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
