Description
This is a market information gathering exercise and may not necessarily lead to any future procurement process. In the event that it does proceed, it is not yet certain which procurement route to market will be followed. Suppliers will be neither advantaged nor disadvantaged by responding to the PIN. The Networked Fire Service Partnership (NFSP — a partnership including Hampshire Fire and Rescue Service, Dorset and Wiltshire Fire and Rescue Service and Devon and Somerset Fire and Rescue Service) is carrying out a market engagement exercise to understand the Mobilising Data Terminal (MDT) software (including Incident Command solutions) available. Suppliers are invited to a Supplier Day via the questionnaire. Upon completion of the Market Engagement Questionnaire HFRS/NFSP will review your submission and offer or decline you a place at our Supplier Demonstration Day. This is an opportunity to have discussions with key NFSP personnel and users. Suppliers are requested to bring devices upon which their MDT Software (including Command and Control Solutions) may be demonstrated and information on the functionality of the products as well as indicative pricing for software solutions. Responses to the supplier day will not be used to evaluate your company, create a short-list or guarantee inclusion or exclusion in any resulting tender exercise. This exercise is to obtain feedback to inform any potential future tender process only, which may require further registration and appropriate assessment. Suppliers are asked to bring samples of products to demonstrate, and information on the functionality of the products. Our service representatives will be attending to explore the range of MDT software (including Incident Command solutions) available to support their needs. This is a market information gathering exercise to assist us in developing our requirements. To request your place, please register in In-Tend and complete the questionnaire associated with the project titled MDT Command and Control Solutions by 04:00 pm Friday 22.2.2019. Please confirm via the questionnaire if you would like to attend the Supplier Days on provisionally arranged for 4th, 5th, and 6.3.2019 between 0800-1700 at Mere Fire Station, Mere, Wiltshire. The demonstration will be a 2 hour slot to run through how you will meet the requirements stated in the questionnaire, and talk through the software. Mobilising high level requirements: — proven compatibility with Vision DS, — proven compatibility with TomTom Webfleet, — proven compatibility with Android platform, — proven compatibility with Windows 10, — proven compatibility with Windows server 2012 or later, — proven compatibility with existing hydrant/water management systems (or offer an alternative solution), — must comply with local security/ITHC policies, — resilient gateway solution option/automated fail-over, — compatibility with the information systems of each FRS. Incident command high level requirements: — use mobilising information from out mobilising system Vision and an availability system, — ability to build an incident structure, record risks, document objectives and tactical priorities and monitor progress, — ability to share information, documents, images and video in real time from sectors across devices, — support the national operational guidance for Fire and Rescue Services for Incident Command. This exercise is to obtain feedback to inform any potential future tender process only, which will require further registration and appropriate assessment.
