RFT for the provision of Facilitation and Note-taking services for the Citizens' Assembly

The Citizens’ Assembly on Drugs Use is scheduled to meet on a number of occasions throughout 2023. Each meeting will incorporate private sessions where Assembly members will have the opportunity to discuss the topic under consideration in roundtable discussion format. Each roundtable will have a facilitator to manage the discussion, and a note taker to record the key elements of the discussion. The services required from the service provider chosen to carry out facilitation and note-taking may include: • Preparation of weekend meeting: Assist with the design of the roundtable discussions in collaboration with the Secretariat, including advising on techniques/tools/questions to engender discussion and exchange of views which meets best practice in terms of deliberative democracy, proposing innovative ways of stimulating discussion at roundtables, and customising the engagement approach for each meeting; Propose creative ways, including use of electronic tools, to support deliberation, engagement with the Chair and panellists, and the presentation and recording of information; Preparing templates for each meeting session for notetaking; Design of feedback template for facilitators; • Roundtable discussions preparations: Assign the facilitators and note takers to roundtable discussion groups prior to each meeting; • Facilitation: Providing facilitation at all meetings – up to 15 facilitators will be required. • Notetaking: Notetaking services to be provided for each break out group at all meetings – up to 15 note takers will be required; • Recommendations: Identifying and categorising e.g. by theme, potential recommendations emerging from the roundtable discussions; • Debriefing: Formal session with the Secretariat following the conclusion of each day’s proceedings. • Post-meeting report: Providing a report on each roundtable discussion group session to the Secretariat after every meeting; Provide a summary report at aggregate level of the key issues and themes emerging from the meeting; • Online mee
