Transport for London (TfL) is seeking to obtain feedback in relation to the TfL river piers maintenance contract, through a market sounding questionnaire (MSQ). The primary focus is to better understand market/supplier appetite, capacity and capability, as well as perceived risks and opportunities. The main purpose of this PIN and associated MSQ is to establish the measure of interest in the market for the above contract. TfL is considering how it may approach the procurement of maintenance services on its Thames river piers and is therefore seeking early information from the market through the publication of this prior information notice (PIN). The main purpose of this PIN is to establish the measure of interest in the market via a market sounding questionnaire. The Thames river piers within the scope of this contract, include Festival Pier, Blackfriars Pier, Bankside Pier, Tower Pier, Greenwich Pier, Millbank Pier, Westminster Pier, Embankment Pier and Temple Pier. The old Blackfriars Pier and Woolwich Pier may also be considered for inclusion in this contract. It is possible that other river pier assets may come into the scope of the contract over the duration of the contract. The requirements under this contract include routine maintenance, inspections, testing and reporting of the mechanical and electrical components, navigation lights, lifting apparatus, lighting systems, pump systems, staff facilities, public facilities, drainage, ventilation, gas detection and fixed fire alarm systems. It will also include the routine maintenance and reporting of the ‘fabric’ of piers (in accordance with structural and marine regulations).The scope of works also includes non-routine maintenance for activities such as dredging and the replacement of minor assets such as port doors, air conditioning units, etc. TfL is also considering the inclusion of some capital renewals as part of this contract such as replacement of decking. Major capital renewals such as dry docking may also be included.
