This is an exciting opportunity to play a key role in DHBT’s most significant project to date, driving forward the restoration of an iconic riverfront building, a significant and prominent part of the former Rosefield Mills, in Dumfries. This will focus on the riverfront building at Rosefield Mills which the Trust acquired with the support of public donations and grant funding in 2018. The aim will be to refine and deliver our vision through a series of planned stages from a starting point of the Category B-Listed vacant building at risk, where we have undertaken recent emergency repairs, up to completion of the restoration and sustainable re-use of the riverfront building, whilst contributing to the wider regeneration of the former Mills site which extends over 10 acres. Lot 2: Community & Stakeholder Engagement The Community & Stakeholder Engagement consultant will be responsible for mapping and engaging with stakeholders and the community to ensure the redevelopment project reflects their needs and aspirations. This role involves gathering input, fostering a sense of ownership, and identifying challenges and opportunities from the community’s perspective. 2. Key Responsibilities - Stakeholder Mapping: - Identify and map all relevant stakeholders, including local residents, businesses, community groups, and government entities. - Stakeholder Engagement Plan: - Develop a comprehensive plan to engage stakeholders throughout the project lifecycle. - Community Mapping: - Identify and map community demographics, interests, and key influencers. - Volunteer Action Plan: - Including tracking offers to support the project and recruitment to the Working Group. - Community Engagement Plan: Create a detailed plan to engage the community, ensuring their input is gathered and considered in the redevelopment plans. - Input Gathering: - Conduct surveys, focus groups, public meetings, and other activities to gather input from local residents, businesses, and stakeholders. - Reflecting Community Needs: - Ensure that the project development aligns with the community’s needs and aspirations. - Fostering Ownership: - Foster a sense of ownership and pride among community stakeholders through transparent communication and involvement. - Identifying Challenges and Opportunities: - Identify potential challenges and opportunities from the community’s perspective and provide recommendations to address them. - Reporting: - Provide a comprehensive report at the end of the contract detailing the community engagement work to date. - Recommend next steps, including any additional resources that might be required. - Regularly report to the Project Development Lead and the Rosefield Mills Working Group on progress against agreed actions. 3. Deliverables - A detailed stakeholder map. - A comprehensive stakeholder engagement plan, stretching beyond the contracted period. - A detailed community map. - A comprehensive community engagement plan, stretching beyond the contracted period. - Regular updates and reports on community engagement activities. - A final report with recommendations for next steps and resource requirements. 4. Timeline The Community & Stakeholder Engagement consultant will work over a period of December 2024 to March 2025, with key milestones as follows: - Month 1: Stakeholder and community mapping. - Month 2-3: Development of engagement plans and initial engagement activities. - Month 4: Ongoing engagement and input gathering. - Month 5: Final reporting and recommendations. 5. Role Overview The Market Testing and Business Case Development consultant will conduct comprehensive market research to understand demand and potential user groups for the restored riverfront building. This role involves developing a robust initial business case, engaging with potential tenants and partners, and ensuring the project’s economic viability while preserving its cultural heritage. 2. Key Responsibilities - Market Research: - Conduct thorough market research to identify demand and potential user groups. - Analyse market trends and competitor offerings, including case studies of comparable projects. - Business Case Development: - Develop an initial business case outlining the economic viability of the project. - Identify potential revenue streams and cost management strategies. - Tenant and Partner Engagement: - Engage with potential tenants and partners to secure pre-commitments and letters of intent. - Foster relationships with key stakeholders to support the project’s success. - Cultural Heritage and Sustainability: - Ensure the business case respects the cultural heritage of the site. - Develop strategies to make the building vibrant and economically sustainable. - Reporting: - Regularly report to the Project Development Lead and the Rosefield Mills Working Group on progress and findings. - Provide detailed documentation of market research and business case development. 3. Deliverables - Comprehensive market research report. - Detailed business case document. It is key that this is user-friendly and can be updated in the future by the RMWG. - Letters of intent from potential tenants and partners. - Regular progress reports to the Project Development Lead and the RMWG. 4. Timeline The Market Testing and Business Case Development consultant will work from November 2024 to March 2025, with key milestones as follows: - Month 1: Initial market research and stakeholder engagement. - Month 2-3: Development of business case and securing pre-commitments. - Month 5: Refinement of business case and ongoing stakeholder engagement. - Month 6: Final reporting and recommendations. 5. Role Overview The Cultural Learning & Outreach consultant will organize and manage events and activities that highlight the cultural and historical significance of Rosefield Mills. This role involves collaborating with educational institutions, developing outreach initiatives, and coordinating with cultural organizations to host various events. This role is match funded by the Regional Cultural Fund and will involve liaison with the volunteers and/or paid employees relating this project. 2. Key Responsibilities - Event and Activity Management: - Organise and manage events that showcase the cultural and historical significance of Rosefield Mills. This includes three events which are currently funded through other sources to be delivered by end of March 2025. - Coordinate with cultural organisations including Dumfries Museums and Libraries to host exhibitions, workshops, and performances in the restored space. - Educational Programmes: - Collaborate with local schools, colleges, and community groups to develop educational programmes related to the history and restoration of the building. - Reporting: - Regularly report to the Project Development Lead and the Rosefield Mills Working Group on progress and activities. - Provide detailed documentation of events, educational programmes, and outreach initiatives. 3. Deliverables - Schedule and plan for cultural events and activities. - Educational programme materials and plans. - Outreach initiative plans and documentation. - Regular progress reports to the Project Development Lead and the RMWG. - A final report with recommendations for next steps and resource requirements. 4. Timeline The Cultural Learning & Outreach consultant will work from November 2024 to February 2025, with key milestones as follows: - Month 1: Planning and initial outreach. - Month 2: Implementation of educational programmes and outreach initiatives. - Month 3: Ongoing event management and community engagement. - Month 4: Final reporting and recommendations. 5. The role will also develop an Impact Strategy which will outline what impact the project will achieve and mechanisms for monitoring. 2. Key Responsibilities - Develop a fundraising strategy to secure the necessary financial support for the restoration and maintenance of Rosefield Mills. - The strategy should include an outline of timelines and required budget to: - Organise fundraising events, such as galas, auctions, and community fairs, to raise awareness and funds for the project. - Engage with local businesses and corporate sponsors to establish partnerships and secure donations. - Create compelling grant proposals to apply for funding from government programmes, private foundations, and philanthropic organisations. - Utilise social media and digital platforms to launch crowdfunding campaigns and engage a broader audience. - Cultivate relationships with individual donors, offering them opportunities for recognition and involvement in the project's progress. - Create user-friendly mechanisms for DHBT and the RMWG for grant and application management to: - track grant applications and active grants, - ensure transparent and efficient use of funds, - provide regular updates to stakeholders and supporters on the financial status and impact of their contributions. - Develop an impact measurement framework to identify and track measurable impact for use in reporting and grant applications. - Report to, and keep informed, the Project Development Lead and the Rosefield Mills Working Group against agreed actions. 3. Deliverables - Comprehensive fundraising strategy document. - Impact Measurement framework document. - Both reports should include recommendations for next steps and resource requirements. - Regular progress reports to the Project Development Lead and the Rosefield Mills Working Group. 4. Timeline The Fundraising & Impact consultant will work from November 2024 to February 2025, with key milestones as follows: - Month 1-2: Development of fundraising strategy and initial outreach. - Month 2-3: Development of impact measurement framework. - Month 4: Final reporting and recommendations. 5.
