Training simulators

Description

Nordland County intends to enter into a contract with Kongsberg Digital AS for upgrading the K-Sim Polaris simulator to K-Sim Navigation, as well as 1 new DNV A bridge with expansion to K-Sim Fishery. The navigator simulator currently consists of 1 instructor station and 2 bridges and will, after the upgrade, have an expansion with 1 new DNV A bridge. This procurement is planned to be carried out as a procurement without a competition, as the Contracting Authority believes that there are legal grounds in this procurement to not hold a tender competition, cf. PPR § 13-4 b) second and third sections. Kongsberg Digital AS has sole rights to the source code and sole rights to the commercial sale of software developed for K-Sim Polaris and K-Sim Navigation. Lofoten Maritime Vocational College has inquired as to whether or not there are other potential suppliers. There is only one supplier in the market who delivers upgrades to/expansion of Kongsberg the K-Sim Polaris and K-Sim Navigation simulator. The upgrade of K-Sim Polaris, delivered by Kongsberg, to K-Sim Navigation, can only be carried out by the same supplier. The provision for signing a contract is thereby considered to be met.
