Expansion and Upgrading of bridge Simulator, Machine Simulator and Drilling Simulator for fagskulen in Vestland (Tertiary Vocational College in Vestland)

Description

Fagskolen i Hordaland (Tertiary Vocational College in Hordaland), Nygård campus, currently has three simulators installed within petroleum engineering and maritime education. These are simulators for engine rooms, ships bridge and drilling, supplied by Kongsberg Digital. There is currently a need for competence related to dynamic positioning, something the current equipment is not adapted well enough for. Therefore a project has begun with the aim of upgrading the bridge simulator, machine simulator and drilling simulator for integrated simulator exercises between petroleum and maritime education. Planned purchasing consists of: — one new DP console that will be installed in the vocational college’s existing full-scale bridge simulator; — software that support connection of the DP simulator and interdisciplinary communication to machine simulator. The purchase will upgrade the current bridge simulator with a DP#3 station, updating of software for DP functionality and a connection to the machine room simulator allowing he students to train on dynamic positioning within both deck and machine. Lot 1: The procurement is planned as a direct procurement in line with PPR § 13-1 (5) cf. § 13-4 b) 2. There is a need for additional equipment and software to upgrade and expand the current equipment, supplied by Kongsberg Digital. The upgrade will not be functional for the school without the new console and software being able to communicate with the current bridge simulator and machine room simulator. Only Kongsberg Digital can supply this. The contracting authority plans to sign a contract for the purchase of additional equipment and software with Kongsberg after the expiry of ten days from this prior information notice being published, cf. the Public Procurement Act § 13 and 14. Suppliers who object to the contract award must contact the contracting authority as soon as possible and at the latest by the expiry of the ten day deadline (calculated from the date of this notice). The current equipment, that the new equipment must be compatible with, is: — Navigation simulator – type ‘ K-sim Ships’ Bridge Simulator’ from Kongsberg Digital. It has four bridges. — Machine room simulator - type ‘ K-sim Neptun engine room full mission simulator’ model MC 90/V from Kongsberg Digital. In addition, the school has 15 stations ‘ Neptun engine room simulator’, model MC 90/V on desktop.
