Voluntary ex-ante transparency notice of the upgrading of a ship simulator

Trøndelag Higher Vocational College intends to procure upgraded hardware for our ship simulator to be delivered from Wärtsilä Voyage Limited in 2015/2016. This includes new computers for Wärtsilä's navigation and machine room simulators. The hardware requires upgrading to maintain uptime and to meet the demands of the latest software. In addition, the upgrade involves replacing the ageing big screens for better visualisation and upgrading computing power for faster uploads. Trøndelag Higher Vocational College intends to sign a contract with Wärtsilä Voyage Limited in the near future, unless other factors arise. A functioning and up-to-date simulator is a requirement for training our students to become ships officers. Any objections to the commencement of the contract must be submitted at latest by 30.09.2023 at 23:59. Lot 1: Trøndelag Higher Vocational College has kept itself updated on whether there are any alternatives on the market. It is apparent that there are no alternative stakeholders in the market other than Wärtsilä Voyage Limited, as this is an upgrade of Wärtsilä Voyage Limited's own simulator system. Procuring a new complete simulator system with similar specifications from other suppliers will not be an option, as this would entail far greater costs than upgrading the existing system. This is also very likely to result in a longer period without a simulator in connection with delivery and installation, which would mean that students would not receive the necessary training. The procurement is outside the scope of the procurement regulations because, as far as we have been able to determine, Wärtsilä Voyage Limited is the only supplier of such an upgrade. The supplier can deliver an upgrade that provides increased uptime and enables upgrading and utilisation of future software. The solution allows us to continue training ship officers in accordance with the requirements. The procurement is considered to comply with the Public Procurement Regulations (PPR) § 13-4 letter b no. 2, and no. 3: The contracting authority carry out a procurement without a tender contest if the procurement concerns services that only a specific service provider can deliver as "competition is impossible due to technical reasons". The contract will be signed at the earliest ten (10) days after the date of this notice.
