In 2017 NHS Buckinghamshire Clinical Commissioning Group awarded through competition a contract to Buckinghamshire Healthcare NHS Trust (BHT) for the delivery of 24/7 Primary Care. Included within that awarded contract was the explicit potential to expand the scope of the initial service to include an Improved Access Scheme for the population of Buckinghamshire to support delivery of integrated services and extended hours, in line with direction provided by NHS England. The CCG is now taking up its right to award the Improved Access Scheme to BHT without recourse to further competition, who will act as Lead Provider for a provider collaborative consisting of BHT, FedBucks, Oxford Health NHS Foundation Trust and South Central Ambulance Service NHS Foundation Trust to provide the services. The service is due to commence from the 1st October 2018. This process is being carried out by NHS South, Central and West CSU (SCW) on behalf of the Commissioner. The contract will be awarded to Buckinghamshire Healthcare NHS Trust (BHT) who will act as Lead Provider for a provider collaborative consisting of BHT, FedBucks, Oxford Health NHS Foundation Trust and South Central Ambulance Service NHS Foundation Trust to provide the services. The collaborative provide the current 24/7 Primary Care Access service to the population of Buckinghamshire and the additional services will expand this provision in line with the previously published potential scope of that service. The service is due to commence from the 1.10.2018. The length of the contract is anticipated to be up to 5 years, in line with the aforementioned 24/7 Primary Care Access service, with the full term subject to commitment of funding by NHS England which may be extended beyond the initial 5 years. In line with published statements and the explicit scope of the previously awarded 24/7 Primary Care Access service, this contract necessarily expands access of a current contract for the benefit of the population of Buckinghamshire. The Commissioner is clear that BHT, as lead provider, is the only provider capable of ensuring the provision of seamless, integrated Improved Access for the population of Buckinghamshire. The Commissioner has no concerns regarding the proposed provider’s ability to deliver the service. As a result of all of the material factors noted above, the Negotiated procedure without prior publication has been followed and justified under regulation 32(2)(b)(ii) “competition is absent for technical reasons”. The values of the contract are subject to NHS England funding and the size of the weighted population, which is subject to change outside of the control of the CCG. The anticipated funding is expected to be in the region of 1.5m to 3.2m over a 12 month period. This process is being carried out by NHS South, Central and West CSU (SCW) on behalf of the Commissioner.
