Pre-market engagement A pre-tender market engagement event was held on 01/11/2024 to provide all suppliers with more background on the requirements and to establish if the suppliers could commit to working under a zero-volume commitment contract. The information shared during the event is available in the uploaded document "DMSC - Market Engagement Questionnaire.pdf" Work done so far This is a new requirement, Bidders should note that existing systems have been developed by third parties (RNMDAP, or external providers). JMSC is not looking for a supplier to provide their own bespoke digital solution, but to work with JMSC stakeholders to identify, and then carry out the work in order to acquire, targeted maritime domain awareness data feeds, which can be integrated into an existing solution via our in-house team. As such, the supplier will be responsible for digital programme delivery of the service, but not the actual technical build/change. Within this, the supplier is likely to be responsible for manging the relationship, translating end-user requirements, prioritisation of sprint cycles to ensure appropriate burndown of the backlog, and successful delivery of the product.   JMSC has stated, below, that the project phase is “not applicable.” This is because the phase will be dependent on each specific Statement of Work that is released. Which phase the project is in Not applicable Existing team There is no existing JMSC Digital Team beyond RNMDAP (who are a separate team that have developed a number of the systems that JMSC utilise, as described in the “work done so far” section).  More broadly, the issuing of and overseeing of deliverables from each Statement of Work will be overseen by the Project Management Office.   The supplier will be expected to work with third parties, dependent on the specific Statement of Work (for example, when identifying and working to acquire additional data feeds). Address where the work will be done JMSC, Portsdown Technology Park, Southwick Road, Portsmouth PO6 3RU Working arrangements The supplier is expected to provide people who can attend in-person meetings with JMSC, the Royal Navy Maritime Domain Awareness (RNMDA) team, and other Buyer stakeholders as appropriate, at Portsdown Technology Park and as required to enable requirements understanding and stakeholder management (the current expectation is c. 3 days per week per SoW, depending on the specific deliverable, but is subject to change).   In accordance with Call-Off Schedule 5 (Pricing Details and Expenses Policy), any persons from the Supplier who attend meetings at PTP will not be eligible for having travel expenses paid, but travel to meetings outside of the Portsmouth area, as part of contracted work can be reclaimed with prior approval subject to the limitations and approvals in accordance with Home Office Policy, which will be shared with the successful supplier on commencement of the contract (Call Off Schedule 5 - Pricing Details and Expenses Policy). Provide more information about your security requirements: Security Check (SC) Provide more information about your security requirements (optional): All Supplier (or sub-contractor, if appropriate) personnel working on the delivery (not support) of the Contract, must hold valid Security Check (SC), as a minimum. Some specific Statements of Work may require Developed Vetting (DV) personnel. This will be made clear as part of the SoW. As a result, the Supplier must be able to provide DV’d individuals if required. The Supplier must be able to sponsor, hold and administer security clearances up to and including DV. Latest start date 2025-04-30 Enter the expected contract length: 2 years Extension period: 1 year Are you prepared to show your budget details?: Yes Indicative maximum: The contract term shall be for an initial period of two (2) years, with one (1) optional extension period of one (1) year. The total budget value for this contract is £4m ex.VAT, covering a duration of two (2) years and including an additional option to extend for an additional one (1) year. The total value for Workstream 1 is £3m ex.VAT and the total value for Workstream 2 is £1m ex.VAT. This creates a call-off mechanism subject to a zero-volume commitment for the provision of services as outlined above. Please be aware that this contract does not guarantee any specific volume of services or assured payments. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work The Supplier shall deliver one digital workstream (Workstream 1) in order to improve the Buyers ability to monitor and analyse activity within the United Kingdom Marine (UKMA) which includes the Exclusive Ecomonic Zone (EEZ). There is also an additional workstream (Workstream 2) which is optional for the buyer during the life of the contract. There is no guarantee that this option will be taken up. • Workstream 1: Maritime C5ISR Digital Tools and Data Layers • Workstream 2: User Experience Design The service to be delivered by one Supplier as a single lot. The requirement has been described in two workstreams, in order to emphasise the different types of outcomes, and therefore the different skillsets that the Supplier will need to demonstrate in their bid. Workstream 2 is currently considered out of scope and is intended to be delivered internally. However, Bidders are required to include pricing for this aspect in their proposal as part of their overall submission, even though it will not form part of the tender evaluation. Should the internal team require supplementary support or if a change in approach becomes necessary, the Supplier may be called upon to execute this portion of the work. The requirement is to provide the Buyer with a call-off mechanism against a zero-volume commitment contract to deliver a service which can provide a range of digital outcomes (see Statement of Requirements - paragraph 2.5), which will achieve the benefit of improved granularity of the Joint Maritime Security Centre (JMSC) Maritime Domain Awareness (MDA) data. Where the supplied staff will work South East England Who the organisation using the products or services is The Joint Maritime Security Centre (JMSC) Why the work is being done The Joint Maritime Security Centre (JMSC) is the UK’s centre of excellence for maritime security with a global reach. The Buyer is a cross-Government, multi-agency, joint civil-military organisation that is threat agnostic and provides Maritime Domain Awareness and Understanding (MDAU) in partnership with the Royal Navy’s Maritime Domain Awareness Programme (RNMDAP), to all of government and UK law and marine-enforcement agencies. This is enhanced through the delivery of strategic assessments. In addition, the Buyer provides comprehensive operational coordination and coherence, which enables both effectiveness and efficiency in multi-agency responses to maritime security threats in UK home waters, the Overseas Territories or globally. Surveillance of the maritime domain for UK security requires a multi-layered approach. The Buyer has recently commissioned a report, which has identified c. 50 additional data feeds and digital tools, which together will improve the UK’s MDAU, and secure our seas better than today. The Buyer’s ambition is to integrate as many maritime data sources as possible to allow the creation and continuous evolution of the coherent MDAUMDA picture. Not only does this require design, delivery and life-cycle management of digital and data services, but a comprehensive user experience plan and ongoing performance analysis to ensure the full benefits are being delivered for the nation. The business problem you need to solve Surveillance of the maritime domain for UK security requires a multi-layered approach. The Buyer has recently commissioned a report, which has identified c. 50 additional data feeds and digital tools, which together will improve the UK’s MDAU, and secure our seas better than today. The Buyer’s ambition is to integrate as many maritime data sources as possible to allow the creation and continuous evolution of the coherent MDAU picture. Not only does this require design, delivery and life-cycle management of digital and data services, but a comprehensive user experience plan and ongoing performance analysis to ensure the full benefits are being delivered for the nation. In Workstream 1 the Supplier shall deliver up to c.75 additional and improved Maritime Security digital applications and data feeds (set out in paragraph 2.5.4) to improve Maritime Security, through situational awareness for the Buyer’s stakeholders. The resulting outcomes must be: • Improved digital tool functionality, user interface, data visualisation, • Increased number of Maritime Collect data feeds, • New applications, • Analysis of digital performance and recommendations for iterative improvement. Workstream 2 the Supplier shall deliver development of a Maritime Security user experience design and development plan with detailed user requirements, including (but not limited to): • Persona, use case and user story creation, • Issue triage, feature discovery and sprint backlog development, • User acceptance and validation criteria definition. First user type: Joint Maritime Security Centre First user type: Other Government Departments and Agency Partners - JMSC offers government departments and UK law- and marine-enforcement agencies a central point of UK maritime expertise and understanding to assist policy and decision making. As well as delivering strategic advice and operational support, we also share digital MDAU tools with partners across Government, which provides value-for-money for the taxpayer.
