MIGRATION ADVISORY COMMITTEE HOUSING PROJECT

Description

The Migration Advisory Committee (MAC) seeks to procure researchers/research teams to fill crucial evidence gaps in the MAC's understanding of the impact of migration on housing in the UK. There are two funding pots for Projects 1 and 2. The first is for a literature review, with a ceiling of £15,000, with which we intend to award one project. This literature review covers the causal link between migration and housing (prices, rent etc.) in relevant developed economies and implications for the UK context. The second is for a more open project(s) exploring the impact of migration on house prices in the UK, with a ceiling of £60,000, with which we intend to award up to 2 projects. Bidders may bid for projects in one or both pots. How the project is delivered is to be determined by the successful bidders. The bids themselves should outline how the bidder aims to deliver the project. We have an obligation to be open, fair, and transparent with the funding but have no preferred analytical method to be adopted for the research proposed and will evaluate each bid according to its merits based on the evaluation criteria stated within the Instruction to Bidders. The research must be completed by March 2026 Additional information: This award is for any legal entity or organisations, both national and international (but note if international then all correspondence pertaining to this competition and subsequent award must be in English, and all payment will be in pounds sterling). This is an online competition managed via the Home Office eSourcing Portal, Jaggaer. Please note the email address and the Suppliers full name used in the registration process for the portal must be the same one used to advise Malcolm Allan as it is these details that will be provided to provide access to the event. 6. The Home Office eSourcing portal will send you a notification when you are linked and Bidders must then accept this invitation to view the competition suite of documents. From this point all further communications including the submission of your online bid will be managed via the portal. 7. If you have any IT technical difficulties concerning the Home Office eSourcing portal please contact the Supplier e-Sourcing Helpdesk (via the link in point 1). 8. It is imperative you test your portal connection and become familiar with how to submit your bid in advance of the deadline date. It is conceivable that because the portal operates on the web, internet traffic may affect performance of the portal and this cannot be cited as reason to seek an extension to the submission deadline date. The HO Jaggaer e-Sourcing portal is independent of other e-Sourcing portals. Therefore, if you have registered on the Crown Commercial Service Jaggaer e-Sourcing portal for example, you will also need to register on the HO Jaggaer eSourcing portal. Please note that bids will only be accepted via the HO Jaggaer e-Sourcing portal. Bids will not be considered if sent outside of this system.
