Summary of the work The buyer (UK Export Finance) are looking for digital, data and user-centred design support to augment their existing DDaT capability delivering an ambitious programme of work. Expected Contract Length 24 months + optional 6 month extension Latest start date Monday 16 January 2023 Budget Range £1,600,000 - £2,000,000 excluding VAT and excluding an optional 6 month extension. The value of the optional 6 month extension period is up to £500,000 excluding VAT. Why the Work is Being Done The UKEF Digital, Data and Technology team (DDaT) works to build new services, and develop those already in existence, to enable UKEF to deliver its business plan objectives. The DDaT team is a new and growing function, with an aim of delivering key services to exporters over the next few years. Much of DDaT’s work is project based, and suited to outcome-based teams. There is an ambitious portfolio of both digital services and wider project change. Problem to Be Solved The Buyer has products and services designed to support UK exports. The supplier will-have expertise in the following areas: - User research - User Centred Design (including service, interaction and content design) - Business Analysis - Service Delivery (including agile delivery and product management) - Data science - Data analysis - Data engineering The chosen supplier will be expected to undertake the work in all cases according to: - cross-government Service Standard and Service Manual - UKEF's approach to user needs and acceptance criteria - GOV.UK Design System and UKEF style guides - Accessibility WCAG 2.1 AA regulations - UKEF security policy and procedures The supplier will be required to: - Support delivery of new projects and transformation of existing services - Identify gaps and build capability in the DDaT to support emerging skills needed in the future - Ensure a successful transition of knowledge to the in house-team The portfolio of work includes: - Digital Trade Finance Service - Export Insurance Policy - Data and Analytics transformation - Reconciling payments - Transformation of other discrete products and applications Who Are the Users The Buyer’s services include both staff-facing and public-facing products. The internal services enabling the buyers teams to support UK exporters. For example, Underwriters and Credit Analysts. The Buyer's public-facing digital services are used by the banking and financial community alongside exporters and agents. Early Market Engagement Not undertaken. It is a fast-growing team. The supplier will support DDaT during this phase to deliver departmental priorities either by supplementing existing product teams or by taking forward new Discoveries, Alphas and Betas independently, under the leadership of the programme team. Documenting the work and handing over is a critical part of the contract to ensure that DDaT owns and retains the knowledge created during the work. There is an incumbent supplier for some areas that this work covers. Current Phase Not applicable Skills & Experience • Experience in the delivery and product management of user-centred, agile projects, following the Government Service Standard and Technology Code-of-Practice.(1%) • Evidence of successfully monitoring and measuring performance analytics across a range of services, user journeys, and content types to create insights, improve service performance, and support prioritisation and decision making.(1%) • Experience delivering as part of a wider product team, under the leadership of a programme team, as part of a wider portfolio.(1%) • Experience in linking multiple loosely coupled systems, with different data models and data quality, as part of a production service.(1%) • Experience of developing digital services or staff-facing digital tools, taking a hypothesis-driven and iterative approach to meet users' needs and support business activity.(1%) • Experience in providing business analysis to a transforming organisation delivering complex financial services.(1%) • Experience in delivering services that meet accessibility WCAG 2.1 AA regulations.(1%) Nice to Haves • Experience of working within the financial sector.(1%) • Experience in delivering Government services.(1%) • Experience in taking services through cross-government service assessments and passing them.(1%) Work Location 1 Horse Guards Road, Westminster Working Arrangments 1 Horse Guards Road, Westminster 1-2 days a week and remote working Security Clearance All supplier staff will be required to have SC clearance before they start. A copy of the clearance from the supplier will be required. It is the responsibility of the Buyer’s contract manager to ensure clearance is received. Would you require the team to have existing SC clearance, or are you willing to undergo the process for supplier resource? Yes, UKEF would expect suppliers to have existing SC clearance. 2. Please can you clarify who the incumbent is that is mentioned? The incumbent supplier is Cogworx. 3. You mention that you already have an incumbent supplier for some areas that this work covers. Please who is the incumbent? How long have they been the incumbent? And exactly what areas do they cover? Cogworx are the supplier who were awarded the contract in April 2021. They have supplied user centred design, research and business analysis expertise which has been used across multiple projects and services in UKEF since last year. 4. Would you accept private sector examples for the question below?Experience of working within the financial sector.(1%) Yes, examples from the private sector will be accepted. 5. Please can you clarify if you will sponsor SC and whether proof that SC clearance is being sought is satisfactory for the buyer to waive the requirement, subject to removal of the resource if SC cannot be obtained? UKEF / DIT do not sponsor security clearances, and proof of these being sought not obtained is not satisfactory to waive the requirement. 6. We note reference to the presence of an incumbent supplier and wondered if that supplier is also bidding for this next phase of work? The authority does not know if the incumbent will bid for this requirement. 7. Please can you clarify the timeline for the next stages? The evaluation of first stage submissions  will take place between Monday 17th and Friday 21st OctoberRequests for written proposals will then be sent to shortlisted suppliers  on Monday 24th October The deadline for proposal submission  is Monday 7th November Presentations   will take place on Tuesday 15th November We will issue decision letters to bidders  the week beginning the 28th November The contract would start in mid December.These dates may be subject to change. 8. The last question (“Experience in taking services through cross-government service assessments and passing them.”) means multi assessments by more than one department or the service being assessed spans multi departments? It means services that suppliers have delivered which have gone through assessments against the Service Standard by a panel of ex government peers usually through GDS and now CDDO or internally by a departmental assurance team. The service would not have to have spanned multiple departments.
