Summary of the work The buyer (UKEF) are looking for Extract, Transform, Load (ETL) Data Developers with extensive experience of Informatica Intelligent Cloud Services. Database engineers with development, maintenance and modelling experience and reports development. This will support and augment their existing DDaT capability to support the delivery of an ambitious programme of_work. Phase_2_responses_will_have_a_deadline_of_1_week. Expected Contract Length 2 Years + 6 months optional extension Latest start date Tuesday 25 October 2022 Budget Range £750,000 - £1m over 2 year term, variable day rates depending on role. With option of increase if additional year is confirmed Why the Work is Being Done The UKEF Digital, Data and Technology team (DDaT) works to build new technology services, and develop those already in existence, to enable UKEF to deliver its business plan objectives. Much of DDaT’s work is project based, and suited to outcome-based teams. There is an ambitious portfolio ahead and wider project change that exceeds the current capacity of the permanent team. DDaT has a number of planned exploratory projects that would suit outcome-based teams. Problem to Be Solved The supplier will have expertise in the following areas: • IICS - Informatica Intelligent Cloud Services • Database Design, modelling administration and maintenance • CI/ CD deployment techniques • BI and MI Reporting, preferably using Power BI and/or IBM Cognos • Database Testing The supplier will be required to: • Support delivery of new projects and transformation of existing services • Ensure a successful transition of knowledge to the in-house team • Work on multiple Statement of Work's concurrently. The chosen supplier will be expected to undertake the work in all cases according to: • UKEF security policy and procedures (shared once contract signed, based on cross-government standards) Who Are the Users The Buyer’s services include both staff-facing and public-facing products. The internal services enabling the buyers teams to support UK exporters. For example, Underwriters and Credit Analysts, however the majority of the work will not be user facing and will focus around Back-end work. The Business and Management Insights will have a mix of internal (UKEF) users, at all grades and specialities and specific external users (including HM Treasury and UK Government Investments). Early Market Engagement None Work Already Done The projects within the portfolio are at different stages of the lifecycle. Existing Team The Buyer’s DDAT team consists of a range of multi-disciplinary teams, working across all areas. It is a fast-growing team. The supplier will support DDaT during this phase to deliver departmental priorities either by supplementing existing functionality or by taking forward new Discoveries, Alphas and Betas independently or under the leadership of the programme team. Documenting the work and handing over is a critical part of the contract to ensure that DDaT owns and retains the knowledge created during the work. There is no incumbent supplier for this work. (1%) • Show_how_you_will apply experience of writing SQL Server DDL and DML Scripts and maintaining SQL Server databases. (1%) • Show_how_you_will apply experience of Modelling Data, Building new Databases, Data warehouses and Data Lakes. (1%) • Show_how_you_will apply experience working on agile projects, following the Government Service Standard and Technology Code of Practice. (1%) • Show_how_you_will apply experience of taking an iterative & explorative approach to meeting user requirements. (1%) • Show_how_you_will apply experience delivering as part of a wider product team, under the leadership of a programme team, as part of a wider portfolio. (1%) • Show_how_you_will apply experience in linking multiple loosely coupled systems, with different data models and data quality, as part of a production service. (1%) • Show_how_you_will apply experience in providing Data solutions to a transforming organisation delivering complex financial services. (1%) • Show_how_you_will apply experience providing Data and Reporting Consultancy. (1%) Nice to Haves • Apply relevant experience of working within the financial sector. (1.6%) • Apply relevant experience in delivering Government services. (1.7%) • Apply relevant experience of delivering services in Azure including but not exlcusive to: Azure Containers, Gen 2 Data lakes, SQL Managed Instances, Azure SQL DB, IAAS SQL Server VM's. (1.7%) Work Location 1 Horse Guards Road, London SW1A 2HQ OR Remote working Working Arrangments Some of the work maybe performed on-site at the Buyer’s premises in Westminster, London. However a significant proportion of the work can be done remotely. Security Clearance All supplier staff will be required to have SC clearance before they start. The Buyer will sponsor supplier staff if they already hold BPSS clearance. A copy of the clearance from the supplier will be required. It is the responsibility of the Buyer’s contract manager to ensure clearance is received. Additional T&Cs None. From BPSS to obtaining a new SC clearance can take around 12 weeks when during this process would staff become billable? We can sponsor through SC. Will be individual project dependent, generally, will only be billable when complete, however for some work we may be able to restrict work to a sandbox environment bringing them in quicker (around 2 weeks or so). This will be for a very small number of roles. 2. For people with an existing SC, transfer to UKEF could take 6 weeks when would staff become billable? Similar to the new-SC, however we are usually comfortable with exceptions once we have confirmation SC is held (pre-transfer). 3. Are there any roles which could commence work under BPSS whilst SC was obtained/transferred? Yes, however will be project dependent (and will be a small minority of roles/projects). 4. When you say “Show how you will”, is your expectation that we demonstrate how we have done similar in the past via a case study? We require that you demonstrate how you will meet the requirement, with reference to relevant case studies and how they may be adapted where this is appropriate. 5. Is Informatica the primary/only ETL tool to be used or can other tools be considered? IICS is the primary ETL tool. No other ETL technology is planned to be on-boarded during the length of this contract. 6. What does the existing team structure look like? How will the new roles fit in the team? The resources will be working with a project team made up of a mix of internal/ consultants/ contractors and will generally be a mix of disciplines. 7. What does the current data landscape look like and what are all data tools being used currently? What is the type of data sources currently exist which will be used for reporting (Streaming, static data etc.)? Mix – Majority are static (end-of-day/week/month) however there will be a subset which will be live (but not significant volumes) 10. Are the tools mentioned in the ask currently being used? Is the end goal is to create a datalake/data warehouse or do you have a data virtualisation solution in mind? We currently have a data warehouse which is being adapted and worked upon. We are looking for skills to help work-on and modernise it. 13. Do you see the successful provider being part of support of the system or how do you envisage the system will be supported and maintained? Linked to this – could you outline the training and knowledge sharing expectations and whether your intention is to allow UKEF to maintain the systems versus be able to develop further areas internally. There is an intention to manage the support as part of the permanent team (with contractor support), however whilst this permanent team is being recruited and put in place, there is likely going to be a call-down of this contract to assist with this support.Knowledge transfer will be a mix between co-working and documentation (to UKEF standards). 14. Can you share the size and skillset ofthe current in-houseteamwho would be involved in this?We are wondering whether the in-house team has non-technical roles such as BA’s,PMs or testers,or is the expectation that these roles are be provided by the winning bidder. The inhouse team referred to in the tender is Data developer focussed (and is 5 FTE). These will be split across a number of projects, working with other internal or contractor staff including BA’s, PMs and testers. There is no expectation that those roles will be required to come through this contract.
