Birmingham City Council requires a supplier for the supply, installation and maintenance of up to 20 Automatic Traffic Counting Devices which will be installed on the highway network in Birmingham. This contract will be for a period of 3 years commencing in September 2020. There is a requirement for supply, installation and maintenance of up to 20 automatic traffic counting devices within the boundaries in the Birmingham area. Providers will need to adhere to the requirements of the Council's traffic management protocol available at https://www.birmingham.gov.uk/downloads/file/2852/traffic_management_protocol The successful provider will need to ensure the counters include the following requirements:- o Automated - these must be automated counting devices, with no human / manual counting interaction o Bi-directional - counts are to be split by direction of travel. Individual lane resolution is not required. o Real time data o Classification - traffic is to be automatically classified into at least five categories such as cars, HGV's, LGV's, Buses and motorcycles. Speed data will also be required. o Application Programming Interface (API) -an application program interface (API) that uses HTTP requests to GET, PUT, POST and DELETE data) o Licensing - All data collected by these counters will be in the ownership / property of Birmingham City Council who will be able to licence them to others using the Open Government Licence (OGL) v3 license. o Traffic management - the supplier will need to organise traffic management for the installation of the counters themselves and fully comply with Birmingham City Council's approval process. The relevant documentation is available at: https://www.birmingham.gov.uk/downloads/file/2852/traffic_management_protocol o Power - the solution can be mains or battery powered, but how this works and is funded needs to be described. o Accuracy - the accuracy of the counters should be stated and expected tolerance (for example we are aware that some units will fail to classify correctly at certain speeds). o Latency - expected time from data collection to data being available in the API should be stated. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
