We are seeking to issue a Contract to a single Supplier (Consultant) for Architectural Design, Civil & Structural Engineering Services for RIBA Stages 4 – 5A as set out in the Scope of Works below, for the redevelopment works at County Flats Phase 2 in Aberavon, Port Talbot.The appointed Consultant will provide a combined consultancy service that comprises of Architectural, Civil Engineer and Structural Engineer services, to develop the existing planning stage design to full design suitable to enter fixed price design and build contract.The lead designer will fully coordinate design with wider design team, to include (but not limited to) building services engineers, energy specialist, fire consultancy, planning consultants, landscape architects, transport engineers and ecologists.The redevelopment works of County Flats Phase 2 in Aberavon, Port Talbot is a major opportunity to regenerate this part of the Aberavon Sea front and provide a landmark scheme that will provide energy efficient new homes, revitalise the public realm and inform potential developments across Wales for decades to come.The main objectives of the scheme are to:- Refurbish the existing 50 flats externally to provide energy efficient homes.- Construct 104 new homes, using modern methods of constructions (“MMC”), to provide energy efficient new homes.The regeneration of County Flats Phase 2 will remain in keeping with the approved scheme on Phase 1. The project works are to comprise of, renew roofs and external appearance of existing blocks, create new infill and replacement blocks. Redevelop landscape areas to create sufficient car parking and high-quality soft landscape areas.The anticipated construction works costs for County Flats Phase 2 is in the region of 21,500,000 GBP.Scope of WorksThe Scope of Works is to include services generally in accordance with the expectations of the RIBA Plan of Work, as set out below for avoidance of doubt:RIBA Work Stage 4 Technical Design- Develop architectural technical design & specification based on signed off Work Stage 3 design.- Prepare architectural information for discharge of planning conditions (via planning consultant).- Prepare architectural information for Building Regulations submission.- Prepare engineering information for Section 38, 104, and 278/111.- Prepare necessary information and submit full SAB application.- Secure all necessary approvals to allow start on site.- Develop structural engineering design for: foundations, superstructure and refurbishment elements such that costs can be fixed during tender period.- Attend all team meetings.- Assist in selection of main contractor.RIBA Work Stage 5A Manufacturing & Construction PRE-CONTRACT- Undertake review of design with any preferred /shortlisted contractors.- Test value engineering opportunities with contractors.- Prepare any supplementary construction details deemed necessary as part of pre contract period.RIBA Work Stage 5B Manufacturing & Construction POST CONTRACT- Any costs for consultancy services post contract shall be agreed directly with the main contractor.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=145710.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:It’s Tai Tarian’s intention that the delivery of the Contract assists in the achievement of their commitment towards community benefits as outlined in Tai Tarian’s Community Benefits Policy.It is the approach of Tai Tarian to maximise local reinvestment through the creation of jobs and training and through supporting the local supply chain. This approach is defined by:1. Think Neath Port Talbot2. Think Swansea Bay City Region Deal Area (Neath Port Talbot, Swansea, Carmarthenshire, Pembrokeshire)3. Think WalesIt is a contract condition that the consultant delivers community benefits as part of this Contract.Tenderers must not outline the community benefit’s they are currently delivering for existing Clients.Tenderers must outline what they propose to offer for Tai Tarian if awarded the Contract by completing Appendix 3 - Community Benefits Obligations.For further information on how community benefits will be evaluated, please refer to 16. The Process – Tender Award Stage.Delivery of community benefits through all spend is aligned with the Well-being of Future Generations Act Wales and delivers against its goals.The buyer considers that this contract is suitable for consortia bidding.
