North West London Integrated Care Board (NWL ICB) is seeking to procure the Provision of Emotional Health Wellbeing Intervention Services for Children and Young People aged 13 to 25. <br/><br/>The contract will commence on 6th January 2025 for a period of 18 months. Subject to satisfactory performance and at the sole discretion of NWL ICB, the contract can be extended for up to 12 months. <br/><br/>The Maximum Affordability Threshold for the term including any extension periods is £687,500.<br/><br/>As a public sector body, we are regulated by public procurement law when purchasing contracts for goods, works and services. We are managing this Procurement in accordance with the Public Contracts Regulations 2015. The Services to which this ITT relates fall within Chapter 3, Section 7: Particular Procurement Regimes to the Public Contracts Regulations 2015. <br/><br/>We are running this procurement competition using a bespoke competitive procurement process; this means the Contracting Authority are following a process under the light touch regime as specified on this Invitation to Tender. The Contracting Authority(s) have instructed NWLPS to act as their procurement representative, therefore, any communications during the tender process undertaken by NWLPS, are on behalf of the Contracting Authority(s) and must be understood as undertaken by the Contracting Authority itself. <br/><br/>NHS North West London is an agent of the Contracting Authority, acting on its behalf solely to carry out the Procurement. All decisions regarding the Contract will be made by the Contracting Authority. Lot 1: North West London Integrated Care Board (NWL ICB) are seeking to procure the Provision of Emotional Health Wellbeing Early Intervention Services for Children and Young People aged 13 to 25.<br/><br/>In Hillingdon Borough, the overall population of CYP (Age 0-25) as of October 2023 is a total of 108,076 based on national data with 56,568 of these being aged 13-25 years old. For individuals aged 17-19, it can be estimated that approximately 27% of them may be experiencing a mental health disorder. Similarly, for those aged 20-23, the estimated percentage with a mental health disorder is around 20%. <br/><br/>This service is for CYP with mild to moderate emotional wellbeing needs including children with ASD and ADHD and mental disorder, the following information is an indication of the local area need: <br/>- The 2022 school census shows 4,181 CYP in Hillingdon are autistic. <br/>- In Hillingdon there are 800 CYP awaiting ASD diagnostic assessment of which 48% live in the most deprived areas of the borough (Hayes and West Drayton) and the wait time is over 2 years. <br/>- It is estimated that in 2020 there were 1,953 people aged between 18 and 64 living in Hillingdon with autistic spectrum disorder (ASD) conditions and a further 396 aged 65 and above. <br/>- There are 30,000 children aged 13-25 in the most deprived PCNs areas covered by the early intervention and prevention service in Hillingdon.<br/><br/>In 2019, system partners from Health and Social Care and the Voluntary Sector in Hillingdon partnership worked collaboratively to develop a holistic model of CYP (0-25) early intervention and multi-agency care and support. This model aimed to provide proactive, multidisciplinary support for CYP with low to moderate needs, requiring signposting to early intervention services or care planning with multidisciplinary input and reduce demand on local CAMHS. <br/><br/>The primary care networks (PCNs) proposed for piloting the Hillingdon early intervention model were Hayes and Harlington Collaborative (Hayes and Harlington) and Colne Union (West Drayton and Yiewsley). The reason for the choice was due to showing high rates of deprivation, exclusion, serious youth violence, intentional possession, child sexual exploitation and missing children. The service now extends to all areas in Hillingdon. <br/><br/>The aims and objectives of the service is to provide an early Intervention and prevention service for children and young people with mild to moderate emotional wellbeing and mental health issues aged 13–25. This will be supported by the delivery of a service that: <br/><br/>- Supports young people in Hillingdon to thrive in transition to adulthood regardless of background <br/>- Provides a needs-led service to support young people to move forward within their current circumstances <br/>- Provides an empathetic, person-centred approach to enable young people to define their own goals and outcomes <br/>- Proactively supports young people to build their own mental wellbeing and resilience on the transition into adulthood <br/>- Provides early intervention and support to young people to reduce and prevent crisis <br/>- Capacity expected to support an average of 40 new cases of CYP per month <br/>- Supports a reduction in CAMHS waiting lists and times <br/>- Decreases inappropriate referrals to CAMHS and another services.<br/><br/>An indicative activity plan would be an average of 40 new cases of CYP per month, each child has an average of 10-12 sessions. The sessions take place on a weekly basis. Five wellbeing workers would have capacity to hold a caseload of 8 children and in total will hold 40 children for a 10-12-week period. In addition, Group Wellbeing Activities and Delivering 3- 5 School Sessions per term in designated schools would need to be provided. <br/><br/>The location of a young people’s advice centre would need to be within the Borough and offer a safe space which is easily accessible to CYP. The ability to offer drop-in service and offering space for groups, as appropriate, is also required in the service offering.
