Sexual Violence Support Services - Market Engagement

The Police and Crime Commissioner for Devon & Cornwall, in partnership with NHS England Sexual Violence Pathfinder, wishes to explore the market capabilities and appetite for the services listed in this notice, with the view to conduct a procurement based around the findings and outcomes of this Market Engagement exercise. The service is due to commence 1st October 2025. Participation in this Market Engagement exercise is voluntary, and non-participation will not preclude any party or organisation from taking part. The proposed structure of this Market Engagement exercise will be as follows: - Initial engagement via PIN (14th January 2025) - Official Invitation Outlining Event Details (NLT Friday 17th January 2025) - Market Engagement Event (21st January 2025 1330-1500) - 1-1 Supplier Discussions (from 22nd January 2025 onwards) This event will take place online via Microsoft Teams, please register your interest in attending by emailing the Procurement representative and the Teams request will be sent no later than two days prior to the day. The agenda for the event will be a presentation provided by stakeholders from the Commissioner's office of Devon and Cornwall Police and NHS England Sexual Violence Pathfinder, followed by an open Q&A session. Following the Market Engagement Event, Devon and Cornwall OPCC and NHSE Sexual Violence Pathfinder would like to also set up Teams meetings with Providers to create open dialogue to help inform and develop the specification. Participation in the Market Engagement Event is not mandatory to take part in 1-1 sessions. Lot 1: Sexual Violence Support Services - Devon Sexual Violence Support Services covering the Local Authority area of Devon: Devon & Cornwall OPCC, in partnership with NHS England Sexual Violence Pathfinder, and Cornwall ICB are looking to commission a locality-based offer of a range of sexual violence support services, including: • Assessment & Formulation • Trauma Stabilisation • Emotional & Practical Support • Talking Therapies, Counselling • Trauma-focused therapy e.g. CBT, EMDR • Specific offer for those facing complexity of need: o Complex trauma offer o Immediate availability o Flexible offer to get people ready to heal: assertive outreach, relationship building, "stickiness" multi-agency co-ordination, trauma stabilisation o Strong links built with outreach teams. The new model will improve waiting times by ensuring people's needs are better understood, avoiding them being added to waiting lists for costly therapy which may not be the most appropriate support. This will free up capacity to ensure those with the most complex trauma are able to access help when they need it. The Contract(s) will provide service whereby: • All sexual violence services collect commonly agreed referral information, complete the same assessment/formulation and sign up to an information sharing agreement. • There is a consistent specialist sexual violence support offer within each Local Authority area that includes: o Emotional and practical support o Trauma stabilisation interventions o Talking therapies and counselling o Trauma Processing interventions e.g Narrative Exposure Therapy, EMDR, Trauma focused CBT, somatic therapy. • There is consistent use of clinical tools to determine the correct therapeutic pathways for individuals within the specialist sexual violence support offer and beyond. • Locality Partnership Panels are convened for each local authority area between the sexual violence providers, domestic abuse providers and mental health to determine pathways for individuals who do not clearly fit within the specialist sexual violence pathway and/or require additional support. • Individuals who, because of their complexities, cannot access mental health services are enabled to get ready to access support o Flexible relationship building and elastic tolerance. o Multi-agency co-ordination to develop a plan to engage with mental health o Trauma stabilisation. o Advocacy and escalation within mental health Lot 2: Sexual Violence Support Services - Torbay Sexual Violence Support Services covering the Local Authority area of Torbay: Devon & Cornwall OPCC, in partnership with NHS England Sexual Violence Pathfinder, and Cornwall ICB are looking to commission a locality-based offer of a range of sexual violence support services, including: • Assessment & Formulation • Trauma Stabilisation • Emotional & Practical Support • Talking Therapies, Counselling • Trauma-focused therapy e.g. CBT, EMDR • Specific offer for those facing complexity of need: o Complex trauma offer o Immediate availability o Flexible offer to get people ready to heal: assertive outreach, relationship building, "stickiness" multi-agency co-ordination, trauma stabilisation o Strong links built with outreach teams.
