Swansea University is seeking to engage with purpose built student accommodation providers (PBSA) across Swansea City Centre, via nomination agreements, to secure additional bedroom stock in order to meet student demand for guaranteed accommodation, as the University continues along it’s intended growth trajectory.Whilst the University is seeking to work with PBSA providers, our intention is to create a seamless experience for the student and to ensure that the nominated rooms present an extension of the University’s campus accommodation, in terms of quality, customer experience, brand standards, process and engagement.Swansea University is looking to secure a maximum 800 beds with PBSA providers within a defined geographic area for the 2023-2024, 2024-2025 and 2025-2026 academic years (September – June).Due to the number of beds required, the University intends to divide the opportunity into multiple lots. Eligible suppliers will be able to bid for all lots. However, the maximum number of lots that can be awarded to a supplier is 2. The University intends to divide the opportunity into lots as follows:• Lot 1: 300 beds• Lot 2: 250 beds• Lot 3: 250 bedsSwansea University wishes to conduct pre-market engagement with PBSA providers in order to test our requirements and commercial assumptions.Suppliers will be required to meet ALL of the mandatory criteria set out in the Swansea University Opportunity Overview and Supplier Information document to be eligible to attend the pre-market engagement event.The pre-market engagement event will take place at Swansea University Bay Campus on Friday 1st July 2022. The pre-market engagement event will include a group presentation followed by one-hour one-to-one sessions between the University and Suppliers. Please find further details in the Swansea University Opportunity Overview and Supplier Information document.Key topics for discussion during pre-market engagement will be as follows:• Swansea University’s aims and objectives• Swansea University PBSA Accreditation Scheme• Target operating model• Suppliers prior experience with nomination agreementsSuppliers interested in attending the pre-market engagement event should express their interest in attending by completing the Expression of Interest Form attached to this Speculative Notice. Completed forms must be returned by email to Procurement@swansea.ac.uk with the subject line “Expression of interest to participate in pre-market engagement- SU186 (22) Provision of Managed Student Accommodation” by 12:00 Wednesday 22nd June 2022. Suppliers who meet the mandatory criteria will then be invited to attend the event.The deadline to submit an expression of interest to participate in pre-market engagement is Wednesday 22nd June 2022 at 12pm.This procurement exercise is subject to an exclusion from the Public Contract Regulations 2015, in accordance with Regulation 10 of the same.
