Mensuration, Establishment and Other Related Surveys Framework Agreement

Forestry and Land Scotland (FLS) had a requirement to procure a number of different surveys to meet our requirement to manage the national forest estate. Survey requirements procured through this Framework included: - Production and Attribute - Drone Surveys (Standard, Thermal and Specialist) - Stocking Density Assessment - Strategic Walkthrough and Regeneration Establishment (non-SDA) - Hylobius Surveys - Deer Dung Count - Rhododendron Surveys - LiDAR Calibration Surveys - Peatland Depth Survey - Peatland Restoration Monitoring Surveys - Peatland Code Surveys The Framework is split into 29 Lots based on survey type. The Framework term is four (4) years with no option to extend. Lot 2: Production and Attribute Surveys East Region Region: East Lot Description: Production and Attribute Requirements: Attribute Surveys to check the accuracy held within the Sub-Compartment Database (SCDB). Production Surveys are used to inform the sales of timber and where applicable thinning volumes. Lot 3: Production and Attribute Surveys West Region Region: West Lot Description: Production and Attribute Requirements: Attribute Surveys to check the accuracy held within the Sub-Compartment Database (SCDB). Production Surveys are used to inform the sales of timber and where applicable thinning volumes. Lot 4: Production and Attribute Surveys Central Region Region: Central Lot Description: Production and Attribute Requirements: Attribute Surveys to check the accuracy held within the Sub-Compartment Database (SCDB). Production Surveys are used to inform the sales of timber and where applicable thinning volumes. Lot 5: Production and Attribute Surveys South Region Region: South Lot Description: Production and Attribute Requirements: Attribute Surveys to check the accuracy held within the Sub-Compartment Database (SCDB). Production Surveys are used to inform the sales of timber and where applicable thinning volumes. Lot 6: Drone Surveys - Standard Lot Description: Drone Surveys Standard Requirements: Production of orthomosaics, oblique shots and video, usingstandard equipment, that can be anywhere on FLS land during daylight hours. Lot 8: Drone Surveys - Specialist Lot Description: Drone Surveys - Specialist Requirements: This Lot covers a wide range of potential work whichmay include but is not limited to: Core o Thermal o Multi-spectral o Operations during night hours o Use of fixed wing drones o Specialist operations such as pesticide application or seeding operations Non-core o LiDAR (Light detecting and Rangin) o (EVLoS) Extended Visual line of sight (EVLoS) o (BVLoS) Beyond visual line of sight (BVLoS) Lot 9: Stocking Density Assessment (SDA) North Region Region: North Lot Description: Stocking Density Assessment North Region Requirements: Initial Survey after the first year of growth when plants are dormant, final year 5 survey at the end of the 4th growing season. Lot 10: Stocking Density Assessment (SDA) East Region Lot Description: Stocking Density Assessment East Region Requirements: Initial Survey after the first year of growth when plants are dormant, final year 5 survey at the end of the 4th growing season. Lot 11: Stocking Density Assessment (SDA) West Region Lot Description: Stocking Density Assessment West Region Requirements: Initial Survey after the first year of growth when plants are dormant, final year 5 survey at the end of the 4th growing season. Lot 12: Stocking Density Assessment (SDA) Central Region Lot Description: Stocking Density Assessment Central Region Requirements: Initial Survey after the first year of growth when plants are dormant, final year 5 survey at the end of the 4th growing season. Lot 19: Hylobius Survey North Region Region: North Lot Description: Hylobius Survey North Region Requirements: The large pine weevil, Hylobius abietis, can cause extensive damage to young trees on restocked clearfell sites by feeding on the stems, but damage is often highly variable. Thus a survey has been devised to assess numbers of weevils on restock sites. Lot 20: Hylobius Survey East Region Region: East Lot Description: Hylobius Survey East Region Requirements: The large pine weevil, Hylobius abietis, can cause extensive damage to young trees on restocked clearfell sites by feeding on the stems, but damage is often highly variable. Thus a survey has been devised to assess numbers of weevils on restock sites. Lot 24: Deer Dung Count Lot Description: Deer Dung Count Requirements: Collection, analysis and modelling of data associated dung density and condition to derive deer numbers on FLS land. Lot 25: Rhododendron Surveys Lot Description: Rhododendron Surveys Requirements: Walk-over survey that involves assessing quadrats across FLS land identifying the presence of Rhododendron and other invasive species. Lot 26: LiDAR Calibration Survey Lot Description: LiDAR Calibration Survey Requirements: Calibrate and validate data derived from LiDAR, requirements also include carbon capture and other specific surveys that require diameter, species and height according to individual stems where the species varies to that from production and attribute surveys. Lot 27: Peatland Depth Survey Lot Description: Peatland Depth Survey Requirements: Gathering of peat depth data for project areas that will be restored, to ensure compliance with Peatland Action terms and conditions and the survey methodology required. Lot 28: Peatland Restoration Monitoring Survey Lot Description: Peatland Restoration Monitoring Survey Requirements: Monitoring of all ongoing peatland restoration projects. Quadrat survey is established and repeated to ascertain a trend in the process of restoration. Lot 29: Peatland Code Survey Lot Description: Peatland Code Survey Requirements: All eligible peatland restoration projects will be registered to the Peatland Code, and will need to be surveyed according to the latest published version of the IUCN UK Peatland Code Field Protocol and guidance. These surveys will provide outputs required for Peatland Code validation and verification. Lot 1: Production and Attribute Surveys North Region Region: North Lot Description: Production and Attribute Requirements: Attribute Surveys to check the accuracy held within the Sub-Compartment Database (SCDB). Production Surveys are used to inform the sales of timber and where applicable thinning volumes. Lot 7: Drone Surveys - Wildlife Lot Description: Drone Surveys Wildlife Requirements: Capture and interpretation of thermal imagery over specific areas to ascertain minimum counts of mammal species and/or other wildlife.
