The London Borough of Bromley (the Council) is seeking to commission one or more innovative solutions to deliver specialist children’s residential provision, which may include a partnership arrangement or capital investment. To summarise, the objectives of this provision are as follows: • Reduce the overall spend on placement costs. We aim to reduce weekly placement costs for a therapeutic residential by a minimum of £1,500 - £2,000 per week per child. • Having a provision which is identified for the exclusive use of Bromley, will improve care planning for children and young people ensuring the young people are provided with safe and secure placements when they are most in need. • Children and young people will benefit from the continuity of services including education, health, and children’s social care support. • There will be a significant reduction in staff and family travel costs and time. As such, we are seeking an experienced provider of specialist therapeutic residential care for young people, to co-design the provision in line with the needs of the local authority, resulting in exclusive use of any provision for a set term at preferential rates. The provision(s) must have a minimum of three beds and be run independently of the Council. To account for the specific needs of different categories of users, including disadvantaged and vulnerable groups, the Council requires that the proposed provision(s) are within the London Borough of Bromley or neighbouring borough/counties. The provision(s) must have a minimum of three beds and be run independently of the Council. To account for the specific needs of different categories of users, including disadvantaged and vulnerable groups, the Council requires that the proposed provision(s) are within the London Borough of Bromley or neighbouring borough/counties. Subsequently, for consideration of this project, we are seeking Expressions of Interest from providers that can satisfy the Mandatory Criteria below. 1 The provider must be able to deliver specialist therapeutic residential care for young people between the ages of 10-18 (or slightly under 10 years old in exceptional circumstances) 2 The interested party must be seeking to develop residential provision in Bromley or within an immediate neighbouring/ bordering local authority to Bromley. 3 The provider must co-design the provision with the Council in line with the needs of the Council and offer exclusive use of any resulting provision for a set term at preferential rates. The provider should however provide some initial outline plans which will form the foundation of any co-design. 4 The provider must have at least 5 years of experience in delivering care for young people and / or working with complex, high risk and vulnerable young people at a home with a ‘good’ or ‘outstanding’ OFSTED rating. 5 The provider will have or develop residential provision which they will run independently of the Council. Staffing and regulatory obligations will remain the responsibility of the provider. 6 The provider must be able to demonstrate a sufficient financial standing to assure the Council that it will see a return on any investment. The first step of the procurement process is a formal Call for Competition via a Prior Information Notice (PIN). This Call for Competition, made in compliance with the Public Contracts Regulations (2015), will inform the Council’s procurement strategy and business case(s). We anticipate that the subsequent procurement process will follow the Light Touch Regime of the Regulations.
