Description

The Consultant is required to undertake inception, mobilisation, project management, business case stages development and technical inputs to the process that supports the case for investment. The permanent works, aims to deliver the intervention to improve the condition of the M8 Woodside Viaducts on a permanent basis. The services will enable recommendations to be made for procuring the permanent Works and will advise on the expected delivery timescales. The services will include key milestones and hold points, which will allow Transport Scotland to undertake internal governance procedures to seek approval to proceed at each key stage dependent on timing and funding availability.Technical inputs will include but not be limited to assessment of baseline structural conditions and modelling. It is anticipated that the Consultant will take the opportunity to attend the temporary propping works site to understand the existing structural problems and constraints associated with the project. Based on initial advice, Transport Scotland considers that the existing M8 Woodside Viaducts are capable of being repaired and strengthened, thereby enabling full structural loading carrying capacity to be provided following the conclusion of the temporary propping works. Once repaired the temporary propping would be removed. This may be a solution considered appropriate by the Consultant, however due process shall be undertaken and all options will be considered on a robust and transparent basis by the Consultant. A clear recommendation that delivers on Value for Money and within the anticipated timescales for the Final Business Case is required from the Consultant.Once a permanent works solution is recommended and necessary approvals to proceed obtained, it is anticipated that the Consultant will provide assistance with a procurement exercise to appoint an experienced Contractor to undertake the permanent works. On conclusion of the Final Business Case, it is expected that the service will proceed into construction and that technical input will be provided by the Consultant in the form of Site Supervision and Monitoring until the conclusion of the Period of Maintenance for the works.In accordance with the requirements of the Multi-Supplier Framework Agreement for Roads based Transportation Multi-Disciplinary Consultancy Services 2021-2025, these Services are being called-off under a proposed Task Order, with a Mini-Competition.
