The current generation of the Landscape and External Works Framework (L&EW 2019-23) will expire on 15th September 2023. The Authority (Hampshire County Council) plan to put in place a successor framework (L&EW 2023-27) to deliver landscaping, outdoor works, and small agricultural buildings projects in Hampshire and neighbouring Counties for the period 2023-2027. The current L&EW 2019-23 framework delivers an option for Hampshire County Council, and other local public authorities, to call off a broad range of landscaping and external works. The new framework is an evolution of the previous iteration, retaining the diverse range of projects, while adding some new capabilities. This Prior Information Notice is intended to advise interested suppliers of an Information Day Event to be held on Tuesday 25th April at 14:00 to 16:00. The Information Day will involve a presentation and Q&A session online and hosted via Eventbrite at the following link. https://www.eventbrite.co.uk/e/landscape-and-external-works-framework-information-day-tickets-609385948777 The event will describe the lot structure with typical project types, the scope of the framework, quality objectives, how pricing and call-off options operate, the bid process, and timeline. The proposed lot structure is as follows: Lot 1: Small General Works - 5 Suppliers Lot 2: Larger General Works/Civils - 6 Suppliers Lot 3: Bridges, Structures and Pathways - 4 Suppliers Lot 4: Habitat and Recreation - 4 Suppliers Lot 5: Agricultural Buildings - 2 Suppliers Lot 6: Sports and Play Facilities - 2 Suppliers For Lots 1 and 2, only one may be applied for by each supplier. This is to ensure a broad breadth of suppliers most suitable for the project types is encouraged to apply for the most suitable lot while retaining a larger supplier base for busy periods. All other lots are open, without exclusion, to interested parties, including those who apply to lots 1 or 2. Rotational Direct Award (to a value limit) will be available on each lot, whilst retaining a mini-competition option for when required. This ensures each supplier will have equal opportunities to be awarded work. Projects above the limit will be on a mini-competition basis. This framework, due to the lot structure, would suit a broad range of suppliers, e.g. lot 1 would suit suppliers with flexibility to deliver emergent projects and rectification, while lot 2 would suit those with a regional presence to deliver larger, or more complex projects. Lot 1: Small General Works Lot 1 is primarily for low value (up to £20k) external works within public sector estates. Work in this Lot will be the most varied of all the lots in the L&EW and will include general external works of all types. • Smaller Hard Landscaping projects - resurfacing, paving, retaining walls, etc. • Soft landscape works to include tree and shrub planting, turfing and grass seeding. • Fencing and gates - repairs to fencing and smaller fencing projects in schools, country parks, recreation sites, etc. • Drainage solutions • Damage remediation, e.g., vandal damage, weather damage. • Tank installations and replacements • Minor alterations to external sites • Site clearance • General ground works A value of 2 800 000 GBP is the estimated potential value of this lot based on Hampshire County Council's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated, and a total of value of 3 640 000 GBP has been estimated for the duration of the framework agreement. Lot 2: Large General Works Lot 2 is for external works over £20k. Examples of this work might include larger, complex and extensive: • Hard Landscaping projects - resurfacing, paving, retaining walls, playgrounds etc. • Soft landscape works to include tree and shrub planting, turfing and grass seeding. • Fencing and gates - larger/complex fencing projects in schools, country parks, recreation sites, etc. Includes livestock handling facilities, agricultural fencing, and ecological fencing • Drainage solutions • Damage remediation, e.g., vandal damage, weather damage. • Tank installations and replacements • Alterations to external sites • Site clearance • General ground works • Install/refurbish carparks • Construction and installation of external play equipment A value of 8 000 000 GBP is the estimated potential value of this lot based on Hampshire County Council's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated, and a total of value of 10 400 000 GBP has been estimated for the duration of the framework agreement. Lot 3: Bridges, Structures and Pathways Lot 3 is for any applicable minor landscape and construction works on the public estates. Examples of this work might include: • Vehicular, livestock, and pedestrian access improvements (ramps, steps, cattle grids, stiles, etc) • Bridge build and repair • Resurfacing and repair of Tow paths, coastal walkways, etc • Ditch and Culvert installation and maintenance. • Supply and installation of seating/benches • Supply and installation of waterbody structures (moorings, weirs, etc) • Supply, installation and maintenance of identified small structures, e.g., bird hides, minor structures • Professional services to supply advice and assistance within this lot such as gaining consent for works on identified sites. A value of 2 600 000 GBP is the estimated potential value of this lot based on Hampshire County Council's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated, and a total of value of 3 380 000 GBP has been estimated for the duration of the framework agreement. Lot 4: Habitat and Recreation Lot 4 is for the management of habitat and recreational amenity grassland. Examples of this work might include: • Mire and scrub clearance • Habitat and Grassland maintenance (clearance, mowing, planting, etc) • Hedge planting and maintenance • Seasonal management of vegetation • Waterbody management (canal, pond, lake, river) • Ditch clearance • Arboriculture works • Invasive plant species control • Animal pest species control • Land, arboriculture, and habitat surveys • Professional services related to this lot for advice and gaining any necessary consent A value of 2 600 000 GBP is the estimated potential value of this lot based on Hampshire County Council's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated, and a total of value of 3 380 000 GBP has been estimated for the duration of the framework agreement. Lot 5: Agricultural Buildings Lot 5 is for the design, installation and maintenance of smaller agricultural buildings (500m² and less than 12m high). Examples of this work might include: • Livestock buildings (cattle barns, milking parlours, stables, sheep pens, etc) • Hay Barns • Agricultural workshops and sheds • Grain and feed stores/silos A value of 2 000 000 GBP is the estimated potential value of this lot based on Hampshire County Council's requirements. The value of participation by the wider public sector cannot be calculated accurately or guaranteed but has nevertheless been incorporated, and a total of value of 2 600 000 GBP has been estimated for the duration of the framework agreement. Lot 6: Sports and Play Facilities Lot 6 comprises the installation, maintenance, and refurbishment of groundworks for the provision of sports and play The typical type of works will be: • Multi-Use Games Areas (MUGAs) • Rubberised play surfaces • Natural Turf Pitches • Synthetic Turf Pitches (STPs) and synthetic play areas • Resurfacing of Synthetic surfaces • Hard Court painting and line marking • Supply and installation of associated sports equipment • Installation of lighting • Installation of suitable fencing, gates, and ball stops for sports and play areas in this lot. • Site preparation and maintenance (site clearance, groundworks, drainage, etc). • Liaising and coordination with statutory undertakers A value of 2 000 000 GBP is the estimated potential value of this lot based on Hampshire County Council's requirements.
