Description
As the value of the contract is above the threshold for wider advertising of the opportunity, a Contract Notice will be published on Contracts Finder and Find a Tender (FTS). This procurement is being conducted in accordance with the Public Contracts Regulations 2015 (the PCR). The procurement is subject to the ‘light-touch regime’ under Section 7 Social and Other Specific Services of Part 2 of the PCR. Under Regulation 76 the Council is free to establish a procedure, provided that the procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (service providers) and is initiated by a contract notice. The procedure the council has designed is based on the open procedure. All economic operators (service providers) who successfully express an interest will automatically have access to the tender documents. Standard pre-selection questions will be part of the tender response and will need to be passed before evaluation of price and quality aspects. Lot 1: Our ambition for 2030 is to create a more equal future for Islington, where everyone who lives here is able to thrive. Our new Challenging Inequality strategy sets out Islington’s long term ambition for challenging inequality, inequity, discrimination and promoting inclusion. We are determined to improve life chances for our residents and staff, ensuring no-one is left behind. Tackling these issues will require everyone to play their part so that we can drive tangible change that makes a difference. We will listen and work alongside our staff and community to understand the issues, plan and take action together ensuring we monitor and evaluate the impact of our actions. We know this is not easy work – it’s a lifetime commitment and endeavour. But with the launch of our strategy, we commit to this being our top priority as a council and we will work tirelessly with our partners and community to ensure we create a fairer, more inclusive borough for all. The Islington Adult Social Care vision is for Islington to be a place made up of strong, inclusive, and connected communities, where regardless of background, people have fair and equal access to adult social care support that enables residents to live healthy, fulfilling, and independent lives. The requirement There is a requirement to undertake deep cleans of varying severities, including removals, where a need is identified for a deep clean to support residents to return or remain in their homes. This is so residents can continue to maintain their independence in the community. Where a property is assessed as a health and safety risk to the individual and/or others, the removal of items or waste may be required to prevent fire risks or further health related issues. Whilst deep cleaning can be an element to supporting residents with hoarding behaviours, core hoarding behaviours remains an unmet need, which can often lead to repeat cleans. The Council have developed a longer-term strategy for deep cleaning that aligns to Council ambitions and practice that improves outcomes for residents that reflects strengths-based approaches. Lot 1 Deep clean - Primarily for rapid deep cleaning response in residents’ homes, i.e. setting up micromanaged environments to facilitate safe hospital discharge. Lot 2: Our ambition for 2030 is to create a more equal future for Islington, where everyone who lives here is able to thrive. Lot 2 Specialist hoarding support - Will deliver the provision of specialist cleaning/de-cluttering services to assist residents with hoarding behaviour using a trauma-informed approach that aligns with strengths-based and local multi-agency approaches. The Lot 2 hoarding support element aims to help individuals remove clutter, reduce the risk of harm due to poor sanitation, inhabitable living environments and prevent repeat cleans using a combination of person-centred strength-based approaches in line with Islington councils ASC vision where residents live safe, fulfilling, and independent lives.
