DfE wishes to establish the level of market interest to inform the future procurement process for its initiative to improve broadband services in Northern Ireland through Project Stratum which aims to improve broadband infrastructure across Northern Ireland, in particular to provide access to high speed broadband services for those who cannot yet access such infrastructure. The Pre-Market Engagement Exercise is intended to help in the preparation of its Outline Business Case, inform the future procurement and its statement of requirements. The value of the contract is 75 million GBP per year for 2 years to help provide ultra-fast broadband for Northern Ireland. The Department for Economy are inviting potential participants to complete the Pre-Market Engagement Questionnaire. Interested participants should complete the questionnaire and upload by 3:00 pm on Wednesday 10.10.2018. Completed Questionnaires must be returned via the eTendersNI Messaging function as an attachment. Objectives of the Pre Market engagement exercise. The objectives of this exercise are to: — gain initial supplier awareness, engagement and opinion, — obtain supplier views on key issues relating to the scope and structure of the procurement(s), — understand views on the timescale for mobilisation and deployment of the Project, — provide confidence around deliverability of options, — understand the key issues that are likely to encourage, or discourage, suppliers for bidding, — Ensure that the Project procurement(s) and contracts are attractive to the market and encourage competition, including to potential new entrants to the market in NI, — gain insight to the market possibilities and potential innovative solutions, — understand risks and issues not previously considered, — inform the Outline Business Case, — inform the Procurement Strategy; and — prevent DfE from advertising an unachievable project at Official Journal of the European Union (OJEU) stage.
