As part of the Department of Agriculture, Environment and Rural Affairs procurement preparation, construction and procurement delivery is running a pre-market engagement exercise and is inviting potential service providers to complete a PME questionnaire. The information provided in the questionnaire will be used to assist DAERA and its agencies, Agri-Food and Biosciences Institute and Northern Ireland Environment Agency, in gaining a better understanding of the feasibility of their new laboratory information management system project requirements, the most appropriate approach, the capacity of the market to deliver and any possible risks or issues that may not have previously been considered. Interested participants should complete the questionnaire and upload by 15:00 on Friday 8.2.2019. Completed questionnaires must be returned via the eTendersNI Messaging function as an attachment. The information provided in the questionnaire will be used to assist DAERA and its agencies, Agri-Food and Biosciences Institute and Northern Ireland Environment Agency, in gaining a better understanding of the feasibility of their new laboratory information management system project requirements, the most appropriate approach, the capacity of the market to deliver and any possible risks or issues that may not have previously been considered. The new laboratory information management system project objectives are that DAERA is seeking a partner to provide a corporate enterprise solution which will: — replace all existing AFBI and NIEA LIMS provision with a new corporate solution meeting all the DAERA, AFBI and NIEA business requirements, — provide a corporate LIMS enterprise solution to meet all the current business requirements for LIMS and improved data access and management, — accommodate all science related business requirements for a period of up to 15 years including design, development and implementation of the new corporate solution, up to 3 years, then customisation, maintenance and support of the corporate solution for a period of up to 12 years, — facilitate more focused and complex analysis of science data from numerous datasets to enable growth, — provide automation and greater LIMS productivity enabling streamlined work flow processes, — provide greater access to data and a mechanism to interrogate data enabling more targeted reporting, querying and flexible analytics, — comply with IT and laboratory Quality Standards, ISO17025:2017, ISO 9001 and where applicable ISO 27001, — provide control of science data enabling improved data security, — provide improved resilience and system support, — deliver innovation and continuous improvement, — be customisable and configurable to meet bespoke business requirements for day 1 and through the expected lifetime of the product. The solution must enable improvements in operational processes, data quality, data sharing, integration with scientific instrumentation and mobile devices and clearly demonstrate reductions in effort requirements in terms of time and staff. The proposed solution must be flexible enough to keep pace with technological developments and new ways of working, such as mobile technologies, and have proven extensibility for up to 15 years. An open day will be held on the Wednesday 30.1.2019, giving interested parties the opportunity to view a number of AFBI and NIEA LIMS in operation across a number of sites and to discuss the current risks/issues and requirements for the replacement solution. Interested participants should complete the questionnaire and upload by 15:00 on Friday 8.2.2019. Completed Questionnaires must be returned via the eTendersNI Messaging function as an attachment.
