Lot 1: The City of Edinburgh Council (the Council) requires a Transport Consultant to conduct taxi demand surveys in the city of Edinburgh. This is required to fulfil the Council's statutory duty under the Civic Government (Scotland) Act 1982. The Act permits the Council to restrict the issuing of taxi licences if they can demonstrate that there is no significant unmet demand for taxi services in the Council’s area..
