Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to the provision of a fire and rescue mobilising and telephony system. The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council. The East Coast and Hertfordshire Control Room Consortium is a partnership of four Fire and Rescue Services (Humberside, Norfolk, Lincolnshire and Hertfordshire) which has been established to deliver a technologically advanced and resilient control room function across the partner services and provide the opportunity for efficiencies. The consortium currently use jointly procured mobilising and telephony systems and the contract for these will end in January 2023. As a result a project team are currently gathering requirements in preparation for the re-procurement of these contracts to which this pre-procurement market engagement relates. We are keen to engage with suppliers of these solutions to inform how we shape this procurement to best reflect our needs and what the market has to offer. We are keen to learn from your knowledge and experience in implementing these solutions across different fire and rescue services and ensure that any procurement opportunities that emerge are appealing to prospective suppliers. The scope of the proposed procurement spans the following: mobilising system – to be used by all four FRS and which enables any of these brigades to be capable of mobilising for any other brigade. Telephony system – to be used by all four FRS and integrated with the mobilising system to enable control room operators to receive and handle calls from within any of the consortium members boundaries. And the possible procurement of an Incident Recording System- To be used by one or more of the FRS in the consortium to bring together incident data from the mobilising system and incident commanders before submission to the home office incident reporting system. Participation or non-participation in this pre-procurement market engagement shall not prevent any provider participating in a potential procurement process nor is it intended that any information supplied shall place any Provider at an advantage in any forthcoming procurement process.
