Description
DALO and the Danish National Police are looking to set up a DPS to appoint providers of CSUAV under 25 kg to the following categories: 1. Fixed wing, including accessories 2. Multi-copter, including accessories 3. Helicopter, including accessories 4. Hybrid, including accessories 5. Accessory. Lot 1: The DPS is a purchasing method, where an economic operator can apply for prequalification in the DPS. Approved economic operators will be participants in the DPS. When an economic operator has been prequalified as participant in the DPS, the economic operator (now participant in the DPS) can submit offers on published tenders in the DPS. There is no limit on the number of economic operators that may join the DPS. New economic operators can also apply to join the DPS at any point during the lifetime of the DPS. Economic operators should note however, that admission onto the DPS is not a guarantee of being awarded any contracts, and there is also no guarantee of volume or value of tenders in the DPS. The DPS shall be supported by a digital platform (communication about tenders is submitted via the platform). At present the platform is Ethics. Access to DPS can be obtained via the link in section I.3). The DPS is divided into four major CSUAV categories. It is possible to buy items and software with the CSUAV. A fifth category includes items and software that is not bound to a specific category. 1. Fixed wing, including accessories 2. Multi-copter, including accessories 3. Helicopter, including accessories 4. Hybrid, including accessories 5. Accessory The DPS categories are fixed under the duration of the system. The contents of the categories are, however, dynamic and allow for new technologies and accessories to be included in the predefined categories. An economic operator can apply for acceptance in one, more or all five categories. The DPS categories are divided in relation to each other by their shape and functionality. Category 1 Fixed wing is defined as an unmanned automatic aircraft which is capable of flight using wings that generate lift caused by the aircrafts forward airspeed and the shape of the wings. The wings of a fixed wing aircraft are not necessarily rigid. The structural part of fixed wing aircrafts is called the airframe and usually includes a fuselage, wing or wings configuration, and both vertical and horizontal stabilizer. Some have landing gear. • Kites • Hang gliders • Variable-sweep wing aircrafts • Airplanes that uses wing morphing • Powered fixed wing aircrafts (airplanes) Category 2 A multi-copter is an aircraft having more than two motors that allow for separate lift rotors to hover, move in any direction including reverse, or land. The motors and rotors are usually smaller and separated in space. If one engine fails the system may fail completely or go into safety mode. Category 3 A helicopter is a rotorcraft with a single or two shaft-driven main lift rotor which allows it to hover, move in any director including reverse, or land. It often includes a smaller set of blades on a tail that stabilizes the aircraft. But it could also be a tubed fan with a single rotor in combination with horizontal and vertical stabilizers. If the engine’s fail, the airframe has no uplift and the system will crash. Category 4 A hybrid is a combination of the above mentioned categories. Examples could be VTOL (Vertical Tak.off and Landing), i.e. the fixed wing ability to generate lift in combination with the helicopter or rotor copter ability to hover and start/land vertically. But a hybrid could also be that the fuselage can be refined into all three categories by replacing wings with rotors or adding rotors or wings to the fuselage. Category 5 This category includes all that is not system specific to the CSUAV. It can be third party sensors that are agnostic to the above 4 categories. Examples of accessory to the CSUAV are: Computer equipment Software Antenna Radio frequency equipment Ground stations Video screens Wires and cables Passive sensors Active sensors ADB-S / tracking devices Safety equipment Batteries 3rd party payloads, e.g. cameras, strobe light, spot light, RTK-modules, Chargers TOLA-carpets Tether-solutions Video streaming solutions Storage and carry equipment. The DPS is entered into by DALO. However, all divisions of the Danish Ministry of Defence, including all units of the Danish Defence subject to the command of the Chief of Defence is entitled to use the DPS. Further, the Danish National Police is entitled to use the DPS on behalf of all entities of the Danish Police, including the police on Greenland and the Faroe Islands.
