All Age Autism Support Service for Birmingham and Solihull

***THIS ADVERT IS FOR A MARKET ENGAGEMENT EVENT ONLY*** NHS Arden and GEM CSU on behalf of NHS Birmingham and Solihull CCG, Birmingham CIty Council and Solihull Metropolitan Borough Council is holding a market shaping engagement event for an All Age Autism Support Service which will cover the Birmingham and Solihull areas. The event will be held on Friday 10th September between 10am and 12.30pm. Lot 1: Background In Birmingham and Solihull there is a real determination to improve services for autistic people, their families, and carers. Current services are recognised as being siloed and fragmented. People are struggling to obtain the support they need to help them live a happy and healthy life in which they and their families can thrive. It is estimated that there are around 12,546 autistic people living in Birmingham and 2,392 in Solihull. A community mapping exercise of Birmingham and Solihull’s existing support services, with a specific focus on autism, was undertaken and the findings submitted to NHS England/Improvement (NHSEI) in March 2021. In April 2021, Birmingham and Solihull’s Transforming Care Partnership (TCP) was successful in securing funding from the NHSEI for its 3-year road map/implementation plan. The submitted implementation plan included a proposal for an all-age autism support service offer that would: • Increase the number of people living in the community with appropriate and timely support • Reduce hospital admissions • Improve advice and support for our populations and their families/ carers In the long term the offer would: • Increase, improve, and integrate community support • Offer timely access to support as part of life course • Increase pre and post diagnosis autism support • Improve quality and experience of health and care services Service Specification A service specification co-produced with experts by experience from Birmingham and Solihull is being developed to share with the market for the provision of an all-age autism support service. Our experts by experience have identified the aims, objectives, outcomes and prioritised what elements the service should focus on based upon their personal experiences. This service specification will be available to the market once market shaping has taken place and an invitation to tender exercise has been commenced. Aims of Market Shaping/ Engagement Birmingham and Solihull Clinical Commissioning Group, supported by Birmingham City Council and Solihull Metropolitan Borough Council, aim to commission a sustainable all age autism support service that enables autistic people, their families and unpaid carers to cope (and ideally thrive) by enabling them to: • Reach their full potential and live as independently as possible. • Develop the skills and confidence to keep themselves safe and well. Key discussion point for the event will be: How can we all work collaboratively using our collective knowledge of the needs of autistic in Birmingham and Solihull to meet the above aims of this service; identifying any barriers, gaps and issues. Contract It is proposed that a contract could be awarded either late in 2021 or early in 2022, with mobilisation and commencement of the service during the period January to March 2022 and that it will continue until 2024 with an estimated total value of £1.5m for two years. There may be potential to extend this contract for a further two years based on satisfactory performance and appropriate funding being available.
