The provision of school meals services to 40 primary and 5 secondary schools on the Isle of Anglesey. AVL Consultancy Ltd (AVL), as catering consultants advisors to IOACC, are facilitating this Soft Market Testing (SMT) exercise. The objective of this SMT is to seek contract caterers’ opinion and feedback to help inform its procurement strategy for the provision of a healthy and cost effective school meals service. The deadline for submission of responses is 20.9.2019. Please note that this document is not an invitation to tender. Public services across Wales and the UK are continuing to plan for cuts in the funding that we receive, and there will be more difficult decisions ahead about the services that we provide and how we provide them. We will continue to take those decisions in consultation with local people and with the best interest of Anglesey and its people at heart. We continue to look for ways to improve our services, making them more efficient and of the best quality. These improvements include continuing to modernise the way we work. With this aim in mind, and in order to explore how we can re-shape our future catering contract, expressions of interest are sought from any organisation or business wishing to take part in a soft market testing exercise with IOACC. In particular we wish to discuss how the caterer might be incentivised to: — increase levels of uptake of both free and paid meals in both primary and secondary schools, — provide a healthy and balanced menu that will be attractive with pupils and parents, whilst minimising the regular offer of snack foods such as pasta and jacket potatoes, — reduce and control costs, — enter into a mutually beneficial partnership with IOACC. In order to achieve these aims, it is envisaged that prospective service providers might wish to propose innovative options for the service delivery.
