HSE 24236 Re-opening of Tier 2 Multi-Supplier Panel for the provision of short-term temporary and locum placements for Consultant Doctors, NCHDs and other grades within the Medical / Dental category

This is a competition to allow new entrants to Tier 2 only. The Health Service Executive seeks to appoint suitably qualified employment agencies to Tier 2 in order to meet the need for short-term temporary and locum Consultant Doctors and NCHDs in the health sector in Ireland. It is envisaged that the maximum duration of the placements will be six months. These Panels may also be used for short-term and temporary placements of other medical or dental grades. The functioning of the Panels is explained in detail in the original tender invite documents advertised in 2023. The original tender invite documents are enclosed. That competition had the internal HSE reference 19406. The re-opening of the Tier 2 Panel has the internal HSE reference HSE 24236. There is a single Tender Response Document for applications. All suitably qualified employment agencies will be invited to apply to be awarded to the Tier 2 Panel. Membership of the Tier 2 Panel will be based on competency, experience and capacity. Applicants must demonstrate experience and expertise of providing services of similar scale, complexity and scope to those required under this Competition. Applicants must provide comprehensive, detailed and convincing assurances that the Tenderer will deliver to the standard required by the HSE. Tenderers will be ranked and scored according to the Award Criteria stated. Those tenderers, not otherwise disqualified, and achieving the minimum pass marks in the specific individual Award Criteria will be deemed Tier 2 Suppliers. Tenderers who do not achieve the minimum pass mark(s) under any one of the Award Criteria will be eliminated but may re-apply at a future date when the Panel is re-opened. In Rounds 1 and 2 a fixed agency fee will be paid to the agency filling the vacancy and this rate will be calculated upon the agreed basic hourly rate. The Fixed Percentage for Tier 2 will be eight percent. The fixed percentage rate will apply over the lifetime of the Panels. In order to apply you must read all the attached tender documents including the various clarifications issued. You must then complete the Tender Response Document.
