Provision of Intermediate Care (Milestone House)

The purpose of this Prior Information Notice (PIN) is to advise the market that the Edinburgh Health and Social Care Partnership (EHSCP), through the City of Edinburgh Council, intend to tender a contract to appoint a Provider to work in partnership in the delivery of Intermediate Care for people with multiple and complex needs at Milestone House, Edinburgh (EH14 1EB); and to seek notes of interest from suitably qualified/experienced potential providers. Further details about the requirement are included in the attached PIN. Lot 1: Milestone House Intermediate Care Unit (MICU) currently offers short term 24/7 care in a ten bedded, registered residential care setting for people who: - have multiple and complex social and healthcare needs; and - are homeless or at risk of homelessness. People are admitted to the unit from the community for early intervention to prevent hospitalisation or mitigate serious harm; and from hospital to reduce the length of inappropriate hospitalisations. The service provides a patient-centred and trauma-informed holistic package of care, facilitating recovery, addressing health needs, and offering social, welfare, financial, and housing support to enable a safe and appropriate discharge. EHSCP is seeking to appoint a provider that has expertise to further develop the service. Key requirements for the provider will include experience in and approach to the support of this client group; capacity to manage a registered residential service of this type and a positive approach to partnership working and co-development of services. The successful provider will also require: - Care Inspectorate Registration (Care homes for adults); - Public Liability insurance of not less than GBP 10,000,000 in respect of any one occurrence; and - Employer’s Liability insurance of not less that GBP 5,000,000. It is anticipated that the new contract will begin in October 2025 and that it will run until at least October 2028 with optional extensions, subject to the availability of a complex funding package. The current provider does not intend to continue to provide the service, therefore it is envisaged that: - TUPE may apply to some or all current unit staff (up to 18 staff members); and - the incoming provider will be required to take over the lease of Milestone House from the current provider.
